TELECOMMUNICATIONS SPECIALIST (CYBER)

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the DISA • OC/PACIFIC. Serves as a member of a performance evaluation team in support of the technical evaluation of over 145 DISN facilities across the Pacific Theater and the West Coast of the United States. Analyzes and interprets complex technical publications, agency regulations, and strategic policies to guide Node Site performance evaluations; develops and proposes new assessment methodologies. Ensures service delivery nodes and facilities meet or exceed metrics in Service Level Agreements, Site Concurrence Letters, and organizational policies; identifies operational deficiencies, analyzes root causes, and recommends corrective actions. Manages the Readiness Assessment and Performance Management lifecycle by developing and maintaining standardized processes for collecting performance data and analyzing that data to identify systemic trends, strengths, and risk factors. Produces and presents comprehensive reports, data visualizations, and executive briefings on Service Delivery Node and Facility, readiness, and operational performance. Directs the data management and organization process by establishing and maintaining structured SharePoint Online libraries for all critical documentation, including evaluation reports, commissioning findings, and corrective action tracking. Assists the branch supervisor in the day-to-day management of QA and technical assistance efforts and other duties as assigned. Basic Requirements: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Qualifying Experience: To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and military service, that would be considered equivalent to work normally performed at the next lower grade level (GS/GG-11) in the federal service. For this position, qualifying experience is defined as: Experience as a team lead or key team member responsible for conducting communications facility performance evaluations and infrastructure assessments. Provided technical assistance to customers upon request, identified operating deficiencies, and recommended corrective actions to improve network performance, ensuring sustained service that meets prescribed performance levels as indicated in individual Service Level Agreements, industry standards, and DISA Circulars. Collected and analyzed performance data to assess system readiness and identify operational risks, using common and enterprise-level data visualization tools to produce performance reports and briefings.
