Chief Strategy Officer

The Intelligence Community Office of the Inspector General is searching for exceptional candidates to join us in fulfilling our mission to identify and prevent fraud, waste, abuse, and misconduct across the 18 elements of the Intelligence Community. IC OIG has four offices: Legal Counsel, Audits & Inspections, Investigations & Intake, and Strategy & Support. This position is with IC OIG's Office of Strategy and Support, which leads integrated strategy and mission support including planning, budget, human capital, technology, information management, executive coordination, and innovation. This person selected for this position will manage a team and be expected to formulate objectives and priorities, and implement plans consistent with the long-term interests of the Intelligence Community. They will apply expert knowledge of priorities to define direction for IC OIG and the Intelligence Community Inspectors General Forum, determine how to execute strategic initiatives, and identify programs or infrastructure that are required to achieve desired goals. Duties include but are not limited to: Oversees strategic planning, oversight coordination, partnerships, community events, task management, and strategic branding/graphic design portfolios. Manages IC OIG strategic planning efforts, oversees the development of mission and enterprise goals and objectives, tracks and reports the status of strategic initiatives, and plans strategic and leadership off-sites. Leads, initiates, cultivates, and maintains productive working relationships with senior Inspector General officials across the IC to promote collaboration between and among IC Offices of Inspector General (OIGs). Oversees IC OIG's liaison to external partners and stakeholders, including the Intelligence Community Inspectors General Forum, the Five Eyes Intelligence and Oversight Review Council, and the Council of the Inspectors General for Integrity and Efficiency. Oversees the planning and execution of the annual Intelligence Community Inspectors General Conference and awards programs. Establishes OIG community-wide initiatives, to include committees, subcommittees, working groups, and task forces. Leads the development of IC IG's Annual Work Plan in coordination with internal and external stakeholders. Leads the development and production of IC OIG Statutory reports, including the Semiannual Report to Congress and the agency management challenges report. Leads, initiates, cultivates, and maintains productive working relationships with senior policymakers across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives. Develops near/mid/long term strategy documents that provide guidance to needs/requirements and resource/investment planning and programming staff elements and activities. Leads and oversees efforts to engage senior IC leadership on strategic priorities, intelligence needs and gaps, and cross-IC interdependencies in order to link resources to strategy. Leads and oversees the planning and completion of assessments to evaluate IC OIG progress toward mission and enterprise objectives and determine how well the IC is postured for future environments. Leads a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. This is an excepted service GS-15 position open to the public and all current federal employees at the GS-15 and one level below. Experience: Ten years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization. Education: Bachelor's degree or equivalent experience as determined by mission specialty area. Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests. Expert leadership experience and analytic expertise to support strategy and policy development, strategic planning and implementation efforts. Expert ability to evaluate strategic trends, strategy and implementation plans, results, and programmatic data, propose innovative solutions, and implement change. Superior communication (written and verbal) skills to effectively and efficiently communicate organizational vision, mission, and plans. Expert organizational and interpersonal skills to facilitate forums, manage competing priorities, and advocate new ideas/concepts/processes. Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC. Bachelor's degree
