Financial Management Specialist

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for developing, implementing, and monitoring financial management system procedures and is responsible for initiating new ideas and concepts which will improve financial management of SC financial programs worldwide. As a Financial Management Specialist at the GS-0501-14 some of your typical work assignments may include: Serve as a Financial Management Specialist monitoring financial aspects of individual FMS country programs to identify those programs which require intensive financial management. Initiate or participate in developing, coordinating, and promulgating DOD FMS/FMF guidance that affects Security Assistance/ Security Cooperation (SA/SC) programs that operate under the direction and supervision of the DSCA. Serve as the focal point for coordination of Business Process Reviews and Case Reviews for selected program offices within the DOD. Participate in preparation of complex financial material (Congressional reports, monthly reports, etc.) for the FMF and FMS programs for internal and external use. Review and take corrective action as required on all GAO and Inspector General audits of FMF and FMS programs within the responsibility of the incumbent. Develop and coordinate congressional correspondence and related documents on financial issues. You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Developing, implementing, and monitoring financial management procedures. Preparing complex financial material and presenting it to senior financial leaders. Formulating and overseeing financial execution of changes or adjustments relating to Foreign Military Sales or Security Cooperation financial management programs. Participating in the development, coordination, and promulgation of guidance that affects the financial execution of Foreign Military Sales or Security Cooperation Programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Position Information: FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame. Only experience and education obtained by the closing date of this announcement will be considered. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 • At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. Substitution of education may not be used in lieu of specialized experience for this grade level.
