INTELLIGENCE SPECIALIST

The primary purpose of this position is to serve as the command's senior sensitive activities intelligence professional and authoritative subject matter expert, exercising an exceptional degree of strategic autonomy to direct the threat intelligence and mission support for the sensitive activities enterprise for the Air Force Reserve Command's most sensitive and compartmented operations and activities. DUTY 1: Exercises senior-level authority over all CI functions and intelligence analysis programs. Serves as the fmal arbiter for quality control and methodological soundness of all CI Due Diligence and analytical products, establishing the standards for the entire command. DUTY 2: Serves as the command's principal strategic advisor to a diverse portfolio of external customers and leadership on the full spectrum of sensitive activity Counterintelligence (Cl), intelligence, Operations Security (OPSEC), and SAP security protocols. DUTY 3: Independently initiates, directs, and authors authoritative threat intelligence, due diligence, and vulnerability assessments that interpret complex, often conflicting, all-source intelligence. DUTY 4: Independently architects and directs highly complex and sensitive intelligence, CI, and cyber support operations and analytical projects on a global scale. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices and skill in applying this knowledge to difficult and complex work assignments. The degree aligns with the duty to "conduct a comprehensive annual review of the counterintelligence training program" through analysis of multiple data sources and proposing modifications. This is advanced work but within an established field. As well, authors and implements foundational revisions to threat intelligence/due diligence and sensitive activities policies and operational protocols. Provides authoritative, pre-decisional counsel directly to the AFRC SAO, AFRC A3, AFRC/CC, and SAF/OCX leadership on developing strategies, shaping the command's long-term due diligence and operational security posture. Designs, develops, and institutes the procedures and systems for establishing and operating critical administrative control systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of a broad range of intelligence functions and capabilities, specifically relating to CI policies, principles, methodologies, advancements, systems, analysis, and applications. 2. Comprehensive knowledge of laws, regulations, precedents, and directives governing DoD and AF intelligence, OPSEC, federal civilian personnel management, and precedents related to CI, signature, and information exposure. 3. Knowledge of a broad range of qualitative and /or quantitative methods for the assessment and analysis of AF intelligence and security systems and Enterprise services related to AF SAPs and sensitive activities 4. Knowledge of aspects concerning intelligence analysis, with an emphasis upon assessing organizations that form the AF Sensitive Activity enterprise, including intelligence, Due Diligence, and OPSEC areas of interest. 5. Ability to communicate effectively orally and in writing; and interact diplomatically and effectively with seniors, peers, and subordinate in multiple forums 6. Ability to grasp conceptual ideas and exercise original thought where there is little time for deliberation and consultation; able to draw working hypotheses and test them empirically; remain updated and well ­informed on rapidly changing intelligence and security technology, to evaluate its possible impact upon organization missions, as well as develop plans or recommendations to satisfy requirements. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non­disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. The position is situated in a fast-paced, high-stress staff environment required to support SAF/AA, the AF SAO, and Headquarters Air Force. Individual faces periodic urgent requests from senior leadership for papers, briefings, or evaluations, typically concerning sensitive or complex issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
