IT Project Manager

This position is within the Operational Technology Cyber Security Initiatives (JSI) organization of Operational Technology Cybersecurity (JS), Chief Information Office (J), at the Bonneville Power Administration (BPA). We are seeking an IT Project Manager to serve as a technical expert and strategic leader. You will manage critical technology projects, provide expert guidance, and help shape the policies influencing the agency's IT programs, ensuring our infrastructure meets future needs. As an IT Project Manager, you will: Provide Strategic Leadership: Serve as a recognized strategic partner and the "Go-To" expert for business clients and technology teams, guiding critical Operational Technology (OT) projects that directly support Transmission Technology Services. Shape Agency-Wide Policy: Make recommendations that significantly influence and define the future of the agency's IT/OT policies and programs, applying new developments to solve crucial challenges. Drive High-Impact Projects: Take full ownership of organizing and executing vital technology projects, ensuring they are managed efficiently from start to finish in alignment with strategic goals. Champion Innovation & Change: Spearhead transformative initiatives in organizational change, process improvement, and technology enhancement, fostering a shared vision that inspires and focuses the efforts of your colleagues. Build High-Trust Relationships: Cultivate powerful relationships with internal teams and external partners, creating new opportunities for groundbreaking collaboration and solutions that were previously considered unachievable. Deliver Expert Guidance: Act as a recognized technical expert, providing authoritative advice and mentorship to technology staff and senior executives on all aspects of the projects you manage. Architect Forward-Looking Solutions: Design, develop, and manage systems that meet both current and future business needs, ensuring our technology architecture is optimized, extended, and enhanced. Represent BPA: Act as a key representative for BPA in high-level conferences and meetings with other agencies, industry partners, and public groups to ensure project success and concerted action by all stakeholders. BASIC REQUIREMENT: You must have IT-related experience, demonstrating each of the four (4) competencies listed below. The experience must be IT-related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: experience 1) applying project management principles to manage information technology (IT) projects through all phases of the project lifecycle, from initiation to closeout; and 2) analyzing organizational needs to define project scope, gather technical requirements, and coordinate project resources and activities to ensure successful project execution. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
