A Role with Purpose and Impact Dev Technology Group is seeking a Senior Director to lead a portfolio of federal software development and modernization programs supporting critical customer missions. Dev Technology applies cloud development, AI/ML, DevSecOps, data analytics, cybersecurity, and other modern technologies to help federal agencies solve complex challenges and advance their missions. The Senior Director will provide strategic leadership, customer engagement, operational oversight, and people leadership needed to ensure the continued success and growth of this portfolio. In addition to maintaining a deep understanding and appreciation of the missions of our federal government customers, the Sr. Director will also have a strong command of the environment in which they operate. This includes remaining informed about cloud technologies, emerging technology trends, modern software delivery practices, artificial intelligence, cybersecurity, and the evolving federal technology landscape. Generates growth for the portfolio both on-contract and through new opportunities, including serving in a lead capture role. Places the success of the customer, portfolio, and team ahead of individual recognition. Develops high-performing teams through mentoring, coaching, feedback, and clear expectations. Understands modern software development and technology trends well enough to challenge assumptions, engage technical leaders, and help shape credible solutions without needing to be a hands-on technologist. Asks what we should be doing next and can turn customer needs, emerging capabilities, and strong ideas into actionable strategies, roadmaps, demonstrations, pilots, or solutions. The Opportunity The Senior Director will be accountable for the strategic direction and overall success of a portfolio of federal, AI-enabled software development, application modernization, and cloud-enabled programs. This leader will oversee Program/Project Managers and other portfolio leaders who are responsible for day-to-day contract execution. The Senior Director will establish consistent portfolio governance, monitor performance across programs, strengthen customer relationships, develop leaders, address cross-program risks, and ensure that teams have the resources and organizational support needed to succeed. The Senior Director will serve as a senior strategic partner to government customers and Dev Technology leadership, connecting customer mission priorities and emerging challenges with company capabilities, technical expertise, modernization approaches, and opportunities to deliver greater value and continued growth. Key Responsibilities Portfolio Strategy and Leadership Establish and communicate the strategic vision and priorities for the portfolio, in alignment with overall company goals and objectives. Provide strategic leadership across multiple programs while empowering experienced Project Managers to own day-to-day delivery and contract execution. Translate customer mission priorities and emerging challenges into actionable portfolio strategies, modernization priorities, solution roadmaps, and measurable objectives. Ensure portfolio activities remain aligned with customer missions, contractual commitments, Dev Technology’s strategic goals, and company values. Identify patterns, reusable capabilities, dependencies, strategic risks, and solution opportunities that extend across individual programs and customer organizations. Create an environment of accountability, collaboration, innovation, resilience, and continuous improvement. Advise executive leadership on portfolio performance, emerging concerns, customer priorities, workforce needs, and strategic opportunities. Responsible for the success of the following areas: Customer and Mission Partnership Program and Portfolio Health Operational and Financial Oversight Leadership and Employee Development Solution Strategy and Innovation Growth and Portfolio Development Required Qualifications A minimum of 15 years of progressive professional experience, including significant leadership responsibility in federal technology environments focused on software development, application modernization, AI/ML enablement, or related mission solutions with other emerging capabilities into software development and modernization solutions. Bachelor’s degree, or equivalent combination of education and directly related professional experience with a PMP Certification or willingness to obtain. A minimum of 10 years experience leading complex federal technology programs, portfolios, delivery organizations, or groups of related projects. Demonstrated success leading and developing capable Project Managers, or other people leaders while maintaining focus on portfolio strategy, customer relationships, solutions, and growth. Proven success building trusted relationships with federal government customers and senior stakeholders and using those relationships to understand mission challenges, influence strategy, and identify opportunities to create additional value. Experience overseeing multiple programs, task orders, contracts, customers, or delivery teams simultaneously. Experience supporting program growth, recompetes, capture activities, proposals, and organic account expansion. Demonstrated ability to evaluate and improve program health across delivery, customer satisfaction, financial performance, staffing, risk, quality, and contractual compliance. Experience managing or overseeing program budgets, forecasts, funding, staffing plans, contract performance, and operational metrics. Strong understanding of the federal government contracting environment, including contract delivery, task order execution, subcontractor coordination, funding, performance requirements, and recompete considerations. Working knowledge of cloud computing, modern software delivery, AI/ML, Agile, DevSecOps, cybersecurity, data analytics, and emerging technology trends. Ability to engage effectively with technical teams and customers without serving as a hands-on technical practitioner. Experience leading organizational improvements, implementing governance practices, and increasing consistency across multiple programs. Excellent executive communication, presentation, facilitation, negotiation, and relationship-management skills. Strong judgment and the ability to make decisions, manage competing priorities, resolve complex problems, and communicate concerns clearly. Demonstrated commitment to employee engagement, mentoring, leadership development, and building high-performing teams. Ability to communicate complex program, business, or technology information clearly to technical and nontechnical audiences. Ability to travel to customer, company, and industry locations as required. Preferred Qualifications Experience supporting the Department of Homeland Security or another federal civilian agency. Experience managing programs that leverage AWS, Microsoft Azure, cloud-native architectures, containerized applications, low-code or no-code platforms, or related technologies. Familiarity with project and portfolio management tools such as Jira, Confluence, Microsoft Project, dashboards, financial reporting systems, or similar platforms. Certified ScrumMaster (CSM), SAFe, ITIL, or comparable certification. Master’s degree in business, management, information technology, public administration, or a related field. Compensation The salary range for this position is $135,000 - $200,000. This presented salary range is not a guarantee of compensation or salary. The offered salary is based on education, experience, geographic location, and possibly contractual requirements appropriate to the role.
