This position is located in Raven Rock Mountain Complex (RRMC), a Washington Headquarters Services Directorate charged with providing continuity of operations (COOP) for national command authorities and the entire DoD community. The RRMC Safety and Occupational Health Program must be prepared to respond in an all-threat, all hazards environment to provide a safe workplace for all DoD tenants.
The incumbent serves as the Chief of Environmental, Safety & Health Division, and is the responsible authority for the development, application and effectiveness of complex environmental, safety, health, and industrial hygiene programs. Incumbent typical work assignments may include the following: Directs and administers a comprehensive Environmental, Safety, Health, and Industrial Hygiene (ESHIH) program for a mission-critical, deep-underground facility; establishes operational policies, procedures, and hazard mitigation controls to eliminate or minimize chemical, physical, biological, radiological, and environmental risks across the complex. Oversees statutory environmental compliance, permitting, and stewardship, managing programs governing Title V Air, NPDES, UST/AST storage, NEPA, hazardous and solid waste, cultural resources, and water systems; interfaces directly with federal and state regulatory authorities to secure permits, resources, and legal compliance. Leads industrial hygiene and occupational health operations, directing real-time indoor air quality surveillance, noise control countermeasures, ergonomic evaluations, medical readiness screenings, and medical surveillance programs to safeguard civilian workforce health in an all-threat hazards environment. Exercises full supervisory and managerial authority over a multidisciplinary civilian staff; establishes performance standards, conducts evaluations, manages training, hears grievances, recommends disciplinary and incentive actions, manages a $1M+ divisional operational budget, and serves as a Contracting Officer's Representative (COR). Serves as the senior technical advisor and division spokesperson to the RRMC Commander, General Officers, Senior Executive Service (SES) officials, and peer underground facilities; sits as a voting member on the Change Advisory Board and leads strategic planning to align ESHIH requirements with facility change management.

The Safety and Occupational Health Management Series, 0018, has an Individual Occupational Requirement (IOR) that must be met in addition to the specialized experience. Education: Undergraduate and Graduate Education: Major study
• safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certification: Certification as a Certified Safety Professional (CSP). Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. IN ADDITION TO MEETING THE ABOVE BASIC EDUCATIONAL REQUIREMENTS, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Managing safety, occupational health, and industrial hygiene programs within an industrial facility to identify, monitor, and mitigate physical, chemical, or biological workplace hazards; and Overseeing environmental compliance and permitting actions (such as air, water, or hazardous waste) in coordination with federal, state, or local regulatory authorities; Providing technical recommendations to senior leadership on facility engineering projects, organizational strategic plans, or contractor performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
