EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. In this position, you will lead and supervise a team of analysts in long-range strategic program planning, including evaluating operational needs, program efficiency, resource use, and organizational structures. Typical duties include: Serving as a primary source of high-level policy advice and expertise to Executive-level personnel on complex programmatic matters relative to the Agency. Drafting written communications to inform Executive-level decisions on strategic priorities and leading briefings with Executive-level personnel in support of strategic disaster response, recovery, and preparedness outcomes. Initiating, cultivating, and maintaining productive working relationships with senior policymakers across the federal government to coordinate strategy development activities, address evolving requirements, and promote the implementation of mission and enterprise objectives. Directing short and long-range program planning; conducting comprehensive evaluations of organizational goals, objectives, achievements, and resource requirements; and recommending solutions to operational and strategic problems. Leading and overseeing the planning, development, and evaluation of strategic planning documents in support of national security and civil preparedness interests and programs. Advising senior leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; leading and overseeing the communication of emerging strategic issues and trends. To qualify for this position at the GS-15 level (starting salary $169,279), you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Developing long-range strategic planning documents; AND Designing, implementing, and tracking organizational performance metrics; AND Communicating findings clearly and effectively to diverse audiences, including senior executives and high-ranking officials.
