SUMMARY OF DUTIES: Develops scope of work and independent government estimates of proposed projects. Utilizes RSMeans estimating software to develop, validate, and support project cost estimates and independent government estimates. Identify and establish specifications on labor and contractual scope of work to assist in the development of request for proposals and materials in accordance with applicable building codes and Base Requirements. May assist with shop drawings for on-site construction crews. Use standard estimating practices, RS Means, and historical data to calculate labor, material requirements, and determine an appropriate job sequence plan. Prepare bill of material for each project that includes description, quantities, specifications and cost. Work with Project Managers to coordinate all planning tasks with division representatives and specified stakeholders to obtain desired results. Will obtain and maintain Contracting Officer¿s Representative (COR) certification as required and will perform COR duties within the scope of assigned projects and contracts. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned.
MINIMUM QUALIFICATIONS: Three years¿ experience in general construction trades and processes. Relevant education may be used as a substitute for experience. Planner/Estimator experience and familiarity with government procedures, Unified Facilities Criteria and International Building Code is preferred. Must have excellent oral and written communication and skill to perform with word processing databases, spreadsheets, and graphics utilization and implementation. The incumbent must obtain COR certification within the required timeframe and maintain certification as required for assigned duties.
