Workforce Management Support Specialist

About the Position: Serves as liaison between Business Management and the Civilian Human Resources Agency and advises management and staff on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions. Maintains a Government Purchase Card for training-related expenses for General and Administrative offices. Ensures timely payment and documentation for all training actions. Provide knowledge of commonly used budgetary methods and ability to formulate, justify and execute an assigned budget. Monitors and controls travel and training expenditures throughout the fiscal year, verifies training fees and accounting data for accurate processing through CEFMS. Manages training program funds, records, and reports required for planning, audits, and higher-level review. Contacts training vendors, enrolls employees, and maintains registration data, confirmations, cancellations, and evaluations in accordance with policy. Conducts systematic studies to identify immediate and long-range training needs and evaluates employee development requirements using performance data and functional training matrices. Plans, administers, and coordinates the organization’s training courses offered through Government and Non-Government training sources. Compiles annual training plans from managers, aligns requirements with available funding, and reviews all training requests to ensure compliance with established guidelines. Coordinates with management to conduct annual assessments of training needs and keeps leadership and employees informed of changes affecting training requirements. Coordinate with HR and USACE, plans and schedules appropriate training using a variety of resources and evaluates training effectiveness in meeting organizational needs. Specialized Experience: One year of specialized experience which includes; demonstrates knowledge of civilian workforce management and employee development functions. Demonstrated expertise includes: leading organizational training needs assessments and cost distribution; monitoring leadership development programs; establishes quality assurance controls to verify accuracy of training documents, serves as primary liaison between management and Civilian Human Resources Agencies (CHRA/HRO); reviewing and justifying Requests for Personnel Actions (RPAs); maintaining comprehensive Personnel Status Reports; and conducting studies regarding position management and succession planning in compliance with OPM, DOD, DA, and USACE regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Capital Management, Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
