Installation Child and Youth Program Director

The purpose of the Installation Child and Youth Programs (CYP) Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for youth ages 6 weeks to 18 years. The incumbent is responsible for planning and executing the Installation CYP through the administration, operation and technical direction of any or all of the following programs as applicable to the installation.
Major duties and responsibilities: Program Operations/Management Responsible for the administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACS, YPs and CYES to facilitate the identification of child care, recreational and educational supports services and options for authorized patrons. Establishes, revises, or reviews policies, procedures, and objectives for the staff, as necessary to eliminate work problems or barriers to accomplishments, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements. Initiates and maintains partnerships with both on and off-installation local schools. Interfaces with local school board representatives to establish state-run Pre-Kindergarten Programs or official CYP sponsored Pre-Kindergarten programs. Coordinates with all Installation Directors to ensure an installation Parent Participation Plan, including a Parent Information Board (PIB) that includes parents and representatives from respective applicable component areas such as CDC, FCC, SAC, and YP is implemented. Ensures inclusion accommodation is facilitated and implemented throughout CYP and facilitates a CYP Inclusion Action Team meetings as required for more complex needs. Acts to attain resources/implement policies to meet command objectives and IAT recommendations. Ensures staff follow risk management procedures (i.e. abuse prevention, identification, and reporting procedures, accident prevention). Oversee expansion of CYP program initiatives to include major and multiple new construction projects, renovation of existing facilities, expansion of program in off-installation location, and developing "cutting edge" childcare, recreational, and educational options that my be replicated throughout the enterprise. Ensures the coordination of CYP-wide events and activities. Ensures programs attain and maintain DoD certification and National Accreditation IAW Public Law. Ensures local component and MDTI inspections occur within specified timeframes and Ensure Emergency Action Plans (EAPs) are established across the CYP. Ensures programs implement a youth sponsorship program IAW Public Law Budgeting and Financial Management Compiles program statistical data for reports and data calls and keeps Command abreast of trends, policy changes, program deficiencies and needs for the installation CYP. Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Oversees the collection, accurate accounting and reporting of funds received from patrons. Policies and Procedures Ensures compliance with all Department of Navy (DoN), Department of Defense (DoD), State, Federal and local instructions, standards, regulations, policies and procedures as they apply to the total CYP. Coordinates with all installation CYP Directors the development of single installation Standard Operating Procedures (SOPs), CYP Professional Handbook and a parent handbook for the CYP for efficient operation and management of facility and programs for use within the CYP. Compliance Coordinates and maintains documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team Inspections and is responsible for timely corrective actions plans for all programs in the CYP. Establishes review systems for the organization and make certain government needs are met and validated, and that economy and quality and quality of operations are maintained or improved. Ensures program accreditation and DOD certification requirements are maintained by monitoring programs in good standing. Routinely inspects assets, to include IT gear, office and classroom equipment, facilities, and vehicles and takes steps to ensure ongoing maintenance is scheduled and completed. Ensures compliance and adherence to the standards and criteria developed by the DoD, DON, and/or CNIC policy, regulations, and procedures and accreditation criteria. Implements recommendations or corrective actions to address discrepancies or findings from inspections or accreditation visits. Prepares responses to inspection reports. Follows
• up to ensure complete and quality resolution discrepancies. Implements and supports policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards. Compiles with directives to ensure Navy assets and interests are protected. Additional Responsibilities Serves as a mandatory reporter to Family Advocacy and Child Protective Services As needed, represents CYP in Installation Determination Committee investigations and Problematic Sexual Behavior in Children and Youth

Knowledge of the principles of child and youth development and in designing and managing exceptionally complex programs that includes, but are not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management. Knowledge of and skill in applying both Federal and State laws governing the detection and prevention of child abuse and/or neglect. Possess necessary skills in program planning, organizing and coordinating to devise and carry out a variety of program components. Knowledge of financial management, budgeting, and purchasing as it pertains to a child and youth program. Knowledge of facility design, functional use, and maintenance concepts; DoN, local and state child and youth regulations and procedures; and other regulations and instructions pertaining to military childcare and recreational services. Knowledge and support of the Navy's EEO program policies, goals and objectives. Skills in program planning, organizing and coordinating to devise and carry out a variety of program components. Strong interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive installation CYP team. Knowledge of national accreditation and criteria. Skill in establishing positive working relationships with the teams and individuals, leading purposeful interactions, resolving conflict, and maintaining confidentiality for families and employers. Ability to communicate effectively both orally and in writing in English and possess strong interpersonal communication skills. Ability to analyze, plan, and, adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to work effectively under pressure or on multiple tasks concurrently while meeting established deadlines and changing priorities.
A Bachelor's Degree in Early Childhood Education (ECE), Child Development (CD), Elementary Education, Special Education (concentration in ECE), Home Economics (early childhood emphasis), Child Care Administration or related field of study AND 4 years of full time specialized experience managing and supervising facility-based children and youth programs. OR A combination of education and experience; education must include courses in a child related field of study and total minimum of 24 higher level semester hours. In addition four years of specialized experience in managing and supervising facility-based child and youth programs.
