All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations. Job Description The Cyber Content Creator (Technical Artist 3-5) supports USAFCYBER and USCYBERCOM by developing culturally attuned multimedia products that strengthen information operations, cyber-enabled influence activities, and strategic communication efforts. This role produces targeted videos, graphics, interactive media, and written content aligned with approved Information Operation Products (IOPs). The content creator collaborates closely with behavioral scientists, cultural experts, social media analysts, and IO planners to ensure media resonates with foreign target audiences, adheres to cultural norms, maintains narrative credibility, and supports mission objectives. The position requires strong creative skills combined with an understanding of influence messaging, behavioral effects, and cyber-domain delivery mechanisms. Essential Job Responsibilities Create and maintain a portfolio of culturally attuned media products—including videos, graphics, audio files, and text-based content—tailored to specific target audiences. Test content with representative audience samples to validate cultural relevance, psychological resonance, and messaging effectiveness. Revise and refine content based on performance analytics, behavioral feedback, and recommendations from operational teams. Present content concepts, storyboards, prototypes, and portfolio reviews to planners and leadership for evaluation and approval. Develop a full range of dissemination-ready media products: videos, graphics, web-based interactive content, animations, audio assets, and narrative copy. Produce culturally authentic multimedia aligned with approved IO Products, enhancing credibility, trust, and message reach. Collaborate with behavioral scientists, social media specialists, cultural SMEs, and IO planners to ensure content aligns with audience insights, narrative guidance, and mission goals. Minimum Qualifications Level 3 = 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience. Level 4 = 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience. Level 5 = 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience. TS/SCI security clearance required; CI Polygraph preferred 5+ years of demonstrated experience producing culturally informed multimedia content, including graphics, video, narrative text, and interactive products. Ability to integrate audience insights, cultural considerations, and influence principles into content design. Strong briefing skills and the ability to present storyboards and conceptual products to senior leaders. Ability to work effectively with multidisciplinary teams of analysts, planners, behavioral scientists, and cultural SMEs. Familiarity with the systems, tools, and platforms commonly used by CYBERCOM / SOCOM Content Creators: Content Creation & Creative Software Suites
• Adobe Creative Cloud (Premiere Pro, After Effects, Illustrator, Photoshop, Audition) DaVinci Resolve (video editing and color grading) Blender or Cinema 4D (3D content creation for advanced multimedia) Unity or Unreal Engine (interactive content, animations, web-based or cyber-delivered experiences) Canva or Visme (rapid prototyping for graphics and social content) Audition, Pro Tools, or Audacity (audio production) Preferred Requirements Master’s degree in multimedia design, communications, anthropology, psychology, cyber operations, or related discipline. Experience producing MISO, IO, or strategic communication content for USAFCYBER, USCYBERCOM, SOCOM, or similar organizations. Training in MISO, Information Operations, Target Audience Analysis, or narrative development. Experience using audience testing tools, sentiment analysis platforms, and cross-cultural content evaluation techniques. Advanced experience with Adobe Creative Suite, 3D animation platforms, or interactive media development.
