# BRANCH HEAD FOR INTEGRATED INFORMATION WARFARE FIRES

Naval Intelligence Activity

You will serve as the Headquarters/Echelon One resource sponsor directly supervising all Crypto-Electronic and Cyber Warfare and Policy related programs. Applies expertise in Cryptology, Space, Signals Intelligence, Cyberspace Operations, and Electronic Warfare mission areas to develop and deploy capabilities supporting military objectives in and through the electromagnetic spectrum, cyberspace, and space.
You will foster an environment of continuous improvement; design and execute change strategies and workforce planning goals aligned directly with the organizational strategic plan, mission, and core priorities.
You will serve as the principal advisor and subject matter expert on emerging and disruptive warfighting technologies synthesizing technical insights into actionable guidance for operational planning and acquisition program decisions.
You will direct, research, architecture design, and operational execution for all aspects of warfare across the Electro-Magnetic Spectrum (EMS) to ensure operational dominance.
You will direct the development, coordination, and alignment of DoW and Navy Planning, Programming, Budgeting, and Execution (PPBE) processes, ensuring strategic program objectives directly support maritime mission priorities.
You will apply Navy Information Warfare expertise – across cryptology, intelligence, space, and networks-to design and execute strategic roadmaps for future warfighting capabilities.
You will deliver persuasive briefs on complex warfare capabilities to senior leaders and peers, represent the Office of the Chief of Naval Operations (OPNAV) and information Warfare positions with high-level tact, discretion, and strategic influence.

INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATION (ICSOCQ): Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the IC's core values. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ1: Understanding of Title 10 and 50 operations, capabilities and requirements in Cyber and Spectrum contexts; Experience in developing requirements and capabilities in Cyber and/or Spectrum related operations. Possess understanding of the critical differences in authorities underlying Title 10 and 50 activities and how that factors into building effective operational capabilities. TQ2: Tactical Spectrum Operations. Experience in requirements development and operational implementation of Spectrum capabilities to include Electronic Warfare and Spectrum management. Have deep understanding of the underlying requirements, capabilities and operator training; and of critical threat drivers in the spectrum. TQ3: Space based Intelligence, Surveillance and Reconnaissance (ISR) and Countermeasures. Possess understanding of space based ISR fundamentals and technology drivers. Experience planning and executing multi-domain Counter-Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) operations. EXECUTIVE CORE QUALIFICATIONS (ECQs):, All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results
• This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
