SUPERVISORY PUBLIC AFFAIRS SPECIALIST

The primary purpose of this position is to serve as the principal adviser to the Commander/Director, senior staff, and external leaders on all matters relating to internal and external communication, including policy formulation and the potential public reaction to proposed policy, activities, and operations. Exercises supervisory personnel management responsibilities at least 25% of the time. As Chief of Public Affairs, plans, organizes, directs, and evaluates the organization's Public Affairs program. Directs the execution of a comprehensive Public Affairs program integrating media relations, social media, community/Congressional relations, internal information, visual information, communication planning, contingency/crisis response, special event planning, security and policy review, and Public Affairs resource management elements. Represents the office with a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations. Conditions of Employment continued This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Public Affairs, Series 1035. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include expert knowledge of the concepts, principles, policies, and practices of a Public Affairs program. Knowledge of safety and security regulations, practices, and procedures. Knowledge of written and oral communication and visual information principles, methods, and techniques to determine the need for, plan, coordinate, conduct, and evaluate Public Affairs and multimedia activities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the concepts, principles, policies, and practices of a Public Affairs program. Knowledge of safety and security regulations, practices, and procedures. Knowledge of written and oral communication and visual information principles, methods, and techniques to determine the need for, plan, coordinate, conduct, and evaluate Public Affairs and multimedia activities. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Skill in producing written information for audiences with different levels of understanding. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
