Supervisory Computer Scientist

The Aviation Weather Branch provides support to the Program Management Office (PMO) for the development of new aviation weather capabilities/systems and the sustainment of legacy weather systems. This includes technical and engineering services for the execution of Investment Analysis (IA) and Solution Implementation (SI) activities. This position resides within the Portfolio Management & Technology Development Office, Engineering Development Services Division, Aviation Weather Branch, ANG-C34. Delivers policies and guidelines for the Aviation Weather Branch. The incumbent exercises authority to direct and manage administrative and technical activities. Directs and manages the branch, which includes, section managers, subject matter experts, and team leads/ employees; exercises authority for supervisory and managerial responsibilities of employees, including personnel actions, performance standards, evaluations, and training. The incumbent provides oversight to the staff and is dedicated to assuring the performance of all work including installations, modifications, technical operation and maintenance of test bed projects is accurate. The Laboratory Maintenance Branch provides technical expertise to support special user requirements; maintains current lab equipment list reflecting those NAS configuration decision and electronic equipment modification incorporated into the equipment. The incumbent communicates orally and in writing to represent the Laboratory Maintenance Branch to industry focus groups, and to represent the FAA to wider audiences. Has working knowledge of FAA policies and procedures and maintains awareness of ethics, standards of conduct and discipline, and other policies that prevent conditions that lead to a hostile work environment. Informs senior level management of problems that require their attention; develops and recommends solutions to address problem situations. Resolves personnel issues at the lowest possible level but invokes labor management relations assistance when necessary in dealings with the union. Typically directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/projects/programs or requests additional resources, as needed. Works with peer managers to address the needs of the division on a corporate level by sharing facility, personnel, or other resources on a temporary or long-term basis as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Work activities typically impact directly on project/program objectives for more than one organizational unit and for the major subdivision. Work frequently affects the major subdivision's internal and external customers. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience is: Experience with technical leading and coordinating of support services for aviation weather systems to include in the planning and executing of aviation weather system design, function and integration NAS aviation weather systems.
