This position is not eligible for overtime (exempt); however, the city has a compensatory time leave program for employees that grants leave time for hours worked in excess of 40 hours. GENERAL DESCRIPTION The purpose of this classification is to assist the Human Resources Director in formulating strategic initiatives and in directing operational and tactical objectives throughout the Division of Human Resources. Administering all aspects of the human resources function, to include risk management, safety and loss control, policy interpretation, talent acquisition, classification, compensation, and benefits for both civil service and bargaining unit employees. MINIMUM REQUIREMENTS Bachelor's degree in a field related to the job Eight years of related experience, of which four years must be human resources management experience Additional years of related education may substitute for years of experience Additional years of related experience may substitute for years of education ESSENTIAL FUNCTIONS Plans, organizes and directs the staff and activities of the division of Human Resources and its functional areas, to include: Talent Management; Employee and Labor Relations/Training; Risk Management, Safety and Loss Control; Policy Development; Compensation/Classification and Benefits Serves as a member of the division's management team by participating in strategic planning for existing and future staffing, equipment, material needs and overall direction of the division Develops and implements programs, policies and procedures for the division and as a team member in broad program areas Oversees budget preparation, presents justification for budget requests and monitors expenditures for operational efficiency Meets with department/division heads, staff members, job applicants, employees and the general public to discuss issues relative to human resources policies, procedures and regulations Provides analytic reports; refines human resources information system to determine effect of current policies on compensation, recruiting, benefits and employee relations Acts as the division director in the absence of the Director of Human Resources Performs related work as assigned SPECIAL LICENSE/CERTIFICATION All certifications and licenses must be maintained as a condition of employment. Valid Driver's License PHR or SPHR preferred SPECIAL REQUIREMENTS All positions require drug testing and background check before employment and may require a post-job offer physical as stated in Ordinances 21-14(b), 22-13 and 23-16.
