LEAD SERVICE CONTRACT TECHNICIAN

The primary purpose of this position is to lead the Service Contract Technician personnel assigned to the Service Contracts Section in support of operations, maintenance and repair requirements.
Distributes and balances the workload among Contracts Service Technician and contract oversight personnel in accordance with established workflow or job specialization; assures timely accomplishments of the assigned workload and assures that each employee has enough work. Manages the base civil engineer squadron service contracts program to include developing and executing statements of work (SOW/SON) for new, one-time only, and recurring service contracts. Provides technical assistance to contracting and other organizations within the civil engineer squadrons on pre-award and post award matters. Develops, maintains and applies computerized data files and management tools to improve the efficiency and effectiveness of the Service Contracts section by researching, procuring, and applying the latest computer technology. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized Experience includes utilizing knowledge of an extensive body of rules, procedures or operations that require extended training and experience to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems. Utilizing knowledge of rules and regulations pertaining to the preparation of service contracts. Researching various aspects of contract specifications, assist in assuring fair competition, and evaluate bid responses and responsibility of bidder. OR EDUCATION: Applicants must have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed knowledge of methods and technique of maintenance engineering principles relating to facility maintenance and repair and construction practices of procedures. Knowledge of methods and detailed procedures customarily used in civil engineering to maintain, repair, and operate Air Force real property. Must be familiar with the entire work request process, from origination and funding to final documentation including entering data in the Work Information Management System (WIMS) or other systems in use and preparation of as-builts. Detailed knowledge of contracting and negotiating methods to accomplish needed changes to active contracts to resolve problems of contract modifications or construction changes. Knowledge of a variety of service contract trades. Ability to read and interpret Statements of Work, government estimates, floor and architectural plans and specifications and to review plans for constructability, maintainability and reliability. Ability to inspect materials and workmanship of contractor work to ensure compliance with contract. Ability to maintain good working relations. Knowledge of management policies/procedures and ability. Must possess good briefing, verbal, and writing skills. Knowledge of safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues. Ability to apply knowledge of current automation technology and practices. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
