ACCOUNTANT

Participates in financial briefings concerning operating programs, prepares, analyzes, interprets and presents accounting data that is critical to the team’s overall mission. Responsible for examining, analyzing, interpreting and monitoring obligation data and contract agreements for reimbursable orders. Ensures the maintenance of the Agency's DAI accounting system is up-to-date, so that the obligation and disbursement of reimbursable funds are processed correctly, with the correct customers' accounts being billed. Support the reporting team to resolve financial discrepancies impacting general ledger and financial statements by conducting a root-cause analysis to provide clear explanations and corrective actions affecting the financial statements. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position has a positive education requirement. You must submit proof of education or of certification to be considered for this position. To qualify for this position you must meet one of the basic requirements described below: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-09 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: entering, analyzing, and monitoring financial data in automated accounting systems; providing technical advice on accounting operations and the application of financial data; reconciling accounts receivable and accounts payable; preparing and analyzing financial reports to identify discrepancies and recommend corrective actions; and analyzing, evaluating, and implementing financial and accounting systems in accordance with applicable policies and regulations. Definition of Well Qualified: Experience performing financial and accounting operations in automated systems, including validating and monitoring transactions for accuracy and compliance; reconciling receivables and payables researching discrepancies, identify root causes, and coordinating corrective actions; analyzing financial reports including obligation, expenditure, receivable, payable, and other account-status reports, to identify irregularities, trends, errors, and potential control weaknesses and account status; and providing technical guidance on accounting processes; and evaluating systems, identifying gaps, and recommending improvements and adjustments. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Must be a U.S Citizen as verified through E-Verify Program. Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph. Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying or prior to appointment as outlined above. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
