Royalties Analyst

As a Royalties Analyst, GS-0501-12 in the Office of Technology Transfer, you will perform complex financial analysis of royalty payments, accounts, and reports to ensure accuracy and compliance with applicable laws, regulations, and policies. The analyst reconciles discrepancies, evaluates financial data, resolves payment issues, prepares reports and recommendations, and provides technical guidance to management and stakeholders. Administers post-execution license agreements for royalty monitoring and compliance. Serves as a liaison to NIH ICs and the CDC and collaborates with NIH Office of Technology Transfer (OTT) staff by providing administrative and technical coordination of the NIH royalty income program and the reimbursement of patent prosecution costs from licenses. Analyzes, interprets and clarifies various program functions and recommends areas of improvement to in-house operating personnel and to coordinating agency personnel. Serves as an administrator for NIH royalty collection, the technical expert on internal royalty policies and procedures. Provides oversight of executed licenses and in the primary liaison with licensees and other external and internal customers related to the collection of royalties for the NIH and CDC. Offers opinion and advice to improve effectiveness and efficiency of work operations based on in-depth knowledge of theorganization and of the actual program involved. Performs financial desk audits on assigned licenses. Maintains active computerized data base files and reports on license and royalty information used to track agreement and payment status. Prepares reports and develops analysis that represents the status of license administration and ensures compliance. You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Administering post-execution license agreements to monitor royalty payments and compliance with applicable laws, regulations, policies, and license terms. Providing administrative and technical coordination of royalty income and patent prosecution cost reimbursement from licensees, including monitoring new license processing and ensuring that license and royalty data and documents are entered accurately and maintained in computerized database records. Performing financial desk audits, reconciliations, and analyses of assigned licenses and royalty records; identifying and resolving payment discrepancies; and preparing related reports and analyses. Serving as the technical expert on internal royalty policies and procedures, including analyzing, interpreting, reporting, and clarifying various program functions to in-house operating personnel and coordinating agency personnel; and acting as the primary liaison with licensees and other external and internal customers related to the collection of royalties.
