THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FIRE CHIEF
• Title 5, Position Description Number T6329000 and is part of the WI CRTC, Wisconsin Air National Guard.
Plans, organizes, and oversees the activities of the Fire Protection Flight. Develops goals and objectives that integrate organization and Civil Engineering objectives. Exercises supervisory personnel management responsibilities. Directs, coordinates, and overseeswork through subordinate supervisors. Represents the Fire Protection Flight with a variety of installation and functional area organizations. Assumes full charge at crashes, fire, or emergency situations, directing activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed. Determines need, budgets for, and recommends acquisition of additional and/or different fire protection, firefighting, and specialized rescue equipment, contract services, formal training, etc. This is NOT an all-inclusive list of duties.
GENERAL EXPERIENCE: Work experience or military service that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: To qualify for the GS-12 level, you must have at least 1 year equivalent to at least the next lower grade level (GS-11). Experience that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; rescue operations; detection, reduction, or elimination of potential fire hazards; operation of fire communications equipment; controlling hazardous materials incidents and/or developing, implementing, or providing training in fire protection and prevention. 2-3 years' experience operating in a combination department with Air National Guard and State employees. Experience operating at a Federal Aviation Administration (FAA) controlled Index C airport with Air National Guard, Army National Guard, Commercial Carrier, private aviation, and corporately owned aircraft. Experience operating in Security Identification Display Area (SIDA) badge required areas under the supervision of the Transportation Security Administration (TSA). Familiarity with Mutual Aid with municipal and county departments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CERTIFICATIONS: Must be certified by the DOD Fire Fighter Certification system as Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Firefighter (includes Firefighter I, II).
CONDITIONS OF EMPLOYMENT & NOTES: Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be certified by the DOD Fire Fighter Certification system as Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Firefighter (includes Firefighter I, II). Required to participate in a physical fitness program and pass an annual physical. Incumbent is on call 24 hours a day, seven days a week unless TDY or on leave. Special Retirement Provisions Authority: One of the following apply:
• FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 USC 8401(14), 5 USC 8412 (d), and 5 CFR 842.802]. Authority: Secretary of Defense Memorandum, dated 31 Aug 89. OR
• CSRS Position covered as a secondary position under the CSRS special retirement provisions for Federal firefighters [5 USC 8331 (21), 5 USC 8336(c), and 5 CFR 831.902]. Authority: OPM Memorandum, dated 26 Jun 89. Note: Special Retirement Coverage is effective retroactive to the date of the personnel action of this SCPD. This position meets criteria for secondary/administrative coverage under special retirement coverage provisions in that it requires prior experience in a primary or equivalent outside experience as a prerequisite. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Males born after 31 December 1959 must be registered for Selective Service.
Undergraduate and Graduate level education preferred. You must provide transcripts or other documentation to support your Educational claims.
