Budget Analyst

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the INSCOM, Mission Support Command, Assistant Chief of Staff (ACofS), G8, located at Fort Belvoir, Virginia. Serves as subject matter expert and independently performs a variety of work within three general budgetary areas: (1) budget execution; (2) review and analysis; and (3) financial reconciliation. Performs analysis and evaluation of programmed versus actual budgetary execution for the attainment of program objectives. Monitors work activity and results, provides advice and assistance, and trains other budget analysts within the office. Ensures reoccurring and known requirements are submitted into the budget execution process and financial reconciliation. Analyzes budget estimates and supporting data in the General Fund Enterprise Business System (GFEBS) provided by assigned staff elements. Provides recommendations to ensure compliance with regulatory, legal limitations and restrictions within the resource programs. Develops budget estimates for mission support, maintenance, personnel travel, and civilian pay by researching, compiling, and summarizing data required during the formulation of the annual budget. Interprets program and dollar guidance received from higher headquarters, HQDA, DOD, DFAS and other national intelligence agencies. Performs liaison and coordination with representatives of various government agencies and elements within INSCOM. Provides advice and assistance to staff budget analysts and major subordinate command budget analysts on budget execution, reprogramming of funds and reconciliation of accounts. Specialized experience is defined as: Determining budgetary requirements, defining policy, interpreting and/or applying regulations to budgetary execution; determining availability and distribution of funds to ensure maximum utilization throughout the year; and, recommending solutions on all aspects of the budget processes and applicable programs. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
