# Program Analyst

DHS Headquarters

This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), Strategic Solutions Office (SSO). The primary purpose of this position is to serve as a strategic sourcing subject matter expert and analyst, supporting initiatives that enhance value, improve acquisition outcomes, and advance DHS mission objectives through analysis, project management, and coordination on sourcing solutions. Non-BU: This is a non-bargaining unit position.
As a Program Analyst, GS-0343-13/14, your typical work assignments may include the following: Serving on the acquisition team as a domain expert analyst supporting strategic sourcing and category management initiatives. Applying data-driven strategic sourcing approaches to DHS Investment review, acquisition planning, and sourcing activities in support of enterprise-wide solutions. This work includes analyzing spending in logical categories and evaluating factors such as utilization, performance, price, total life cycle management costs, small business participation, and vendor access to business opportunities. Formulating and recommending plans to improve acquisition program policies, practices, methods, and organizational structure; and identifying and proposing solutions and recommendations to resolve major Department wide acquisition planning, strategic sourcing, and category management concerns and issues. Coordinating requirements among organizational units in the formative stages of program initiation, project design, project implementation, and management of ongoing strategic sourcing, category management, and acquisition planning initiatives. Translating management goals and objectives into effective operational approaches and establishing control systems, milestones, and progress reporting requirements that monitor production goals, program priorities, acquisition outcomes, and strategic sourcing initiatives. Developing and documenting long- and short-range acquisition planning efforts to meet the mission requirements of the Department and assists with developing strategies for planning and developing major acquisition programs and enterprise-wide solutions of national scope and impact. APPLICANTS MUST DEMONSTRATE THAT THEY MEET THE SPECIALIZED EXPERIENCE AS NOTED BELOW. SPECIALIZED EXPERIENCE GS-13 You qualify for the GS-13 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Assessing procurement program effectiveness through review of procurement related data. Providing subject matter expertise to improve cost and mission performance, sourcing, efficiency, and acquisition outcomes. Contributing to acquisition reviews based on experience conducting cost analysis, data analysis, spend analysis, market analysis, or related procurement assessments. Translating analytical results into findings, options, recommendations, reports, briefings, or other decision-support materials for acquisition stakeholders or leadership NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. SPECIALIZED EXPERIENCE GS-14 You qualify for the GS-14 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Leading acquisition planning, strategic sourcing, category management, procurement analysis, or related procurement initiatives. Assigning responsibilities to team or coordinating stakeholders in carrying out objectives related to procurement initiatives. Developing acquisition policies, practices, guidelines, acquisition approaches, sourcing strategies, or recommendations for major procurements. Improving complex programs through analysis of procurement, contract, spend, cost, pricing, vendor, market, or performance data. Leading projects/programs that have significant impacts on an organization, including translating analytical results into recommendations, briefings, reports, or other decision-support materials for leadership. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
