The Transportation Assistant serves as Assistant Fleet Manager and coordinates vehicle data submitted by various services within the Ralph H. Johnson VA Medical Center and off-care sites (OCS) for fleet services. Primary responsibilities include assigning vehicles, coordinating fleet activities, planning vehicle use to maximize utilization, budgeting for the fleet, and maintaining consistency in fleet services. Assign vehicles, coordinate fleet activities, plan vehicle usage to maximize utilization, manage the fleet budget, and promote consistent fleet services. Maintain current knowledge of applicable rules, regulations, policies, and procedures, including the Center for Engineering, Occupational Safety and Health (CEOSH), the Federal Management Regulation, state licensing, the Environmental Protection Agency (EPA), and Alternate Fuel Vehicle requirements, to support facility compliance. Report noncompliance or inadequate reporting to higher management, recommend corrective actions, and monitor related documentation for accuracy, timeliness, and effectiveness. Communicate agency and local policies to employees who use fleet vehicles and equipment, order VA license plates through the CEOSH website, and communicate effectively with personnel throughout the facility and network, as well as government and nongovernment agencies, contractors, vendors, law enforcement agencies, and other stakeholders. Review the fleet budget, notify the Chief of significant spending changes such as multiple large repairs or bodywork, verify vendor billing for compliance with tax-exempt procedures, and review quarterly spending to keep the Chief informed of control point activity. Serve as a technical advisor to the Administrative Officer and the Chief on fleet system modifications needed to meet the facility's requirements. Perform other duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position, you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing transportation support duties such as coordinating connections/scheduling, documenting travel information; collecting, compiling, and tracking data on a daily basis; Performs a basic analysis of data and generates a variety of reports; entering data into automated tracking data bases; and planning and directing a program that provides support services.
