INTERDISCIPLINARY SUPERVISORY DATA SPECIALIST

The primary purpose of this position SUPERVISORY DATA ANALYST (Interdisciplinary), is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Headquarters Utah Test and Training Range (UTTR) Range Operations Data Section. Plan, organize, and direct the activities of the HQ UTTR Data Section, ensuring that data support for Utah Test and Training Range (UTTR) programs complies with legal and regulatory requirements and meets customer needs. Exercise supervisory personnel management responsibilities. Represent Data Section with a variety of installation and functional area organizations. Provide technical advice, use reasoning & communication abilities, and expert knowledge of Range systems, capabilities, and limitations to accomplish the mission of the UTTR. Serve as Functional Specialist, conduct surveillance on activities performed by the range contractor. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1501, Data Specialist, GS-1550, Computer Scientist, and GS-1560, Data Scientist series. BASIC REQUIREMENT AND INDIVIDUAL OCCUPATIONAL REQUIREMENT: General Mathematics and Statistics Series 1501: This series covers positions that manage, supervise, lead, or perform scientific work of a mathematical, statistical, or actuarial nature. This series is applicable when the work of the position: is covered by two or more professional series in the Mathematical Sciences Group, 1500, and no one professional series predominates; or is not covered by any one professional series in the Mathematical Sciences Group, but is closely related to work in the Mathematical Sciences Group, 1500. Basic Requirements: Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. Computer Science Series 1550 This series includes professional positions which primarily involve the application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems. The primary requirements of the work are a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences. Basic Requirements: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. Data Science Series 1560 Basic Requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Supporting application of data science throughout the organization and its customer personnel; performing professional mathematical work of data determination, collection, and analysis; assisting in the oversight of subordinate employees, as well as external computer science contractors, and is responsible for determining data requirements, configuration, modification, or utilization; and developing and applying software in support of the data science work being performed. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force test and training program goals, objectives, and regulations as well as the relationship of the various commands and range entities involved in overall operation, planning, and execution of realistic combat training environment. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Working knowledge of quantitative techniques used to analyze all facets of testing to include on-board instrumentation techniques, data distribution and transmission, instrumentation, complex data processing and analysis; and electro-mechanical-optical instruments and equipment that senses/detects, converts, modulates, transmits, acquires, demodulates, de-commutates, processes, computes, and displays test information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work. WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lit, heated and ventilated.
