Resilient Homes and Communities (RHC) now serves as the lead principal office responsible for the administration of New York State’s multiple CDBG-DR awards. RHC operates within the New York State Housing Trust Fund Corporation (HTFC) and the Homeownership and Community Development (HOCD) unit, which consists of the State of New York Mortgage Agency, the Affordable Housing Corporation, the Office of Community Renewal, the Office of Special Initiatives and RHC. Position Summary The Data Analyst will play a key supporting role analyzing, visualizing and reporting data for the Office of Resilient Homes and Communities. This position combines data science, spatial data analysis (GIS) with business and policy research to support reporting, decision-making, and program quality across the agency. Reporting to the Director of Research and Data, the Data Analyst will assist in maintaining spatial and quantitative databases, updating the federal Disaster Recovery Grants Reporting (DRGR) system, and producing maps, dashboards, and reports. This is an excellent opportunity for an early-career professional to gain hands-on experience in disaster recovery policy, data integrity, and public sector data analysis. Duties and Responsibilities include, but are not limited to: Data & Reporting Support: Assist in the development, update, and maintenance of performance management reports, dashboards, and ad hoc data analyses to support program operations. GIS & Spatial Analysis: Support program teams by maintaining Esri ArcGIS software/ArcGIS Online platforms, performing basic spatial analyses, and creating maps and graphs for internal and external stakeholders. System Maintenance: Help input, track, and verify service areas and program data within New York State’s internal systems and the federal Disaster Recovery Grant Reporting (DRGR) system to ensure accuracy across program records. Data Quality & Documentation: Assist in documenting data methodologies, maintaining Standards of Procedure (SOPs) for federal reporting, and performing routine data cleaning and quality control. Research Assistance: Provide analytical and research support for ongoing projects evaluating the impact of RHC programs on New York State residents. Cross-Functional Collaboration: Coordinate with internal program teams and external partners to share, transfer, and package data for reporting and research needs. Qualifications: Bachelor’s degree in GIS, Geography, Urban Planning, Public Policy, Statistics, Computer Science, or a related field Knowledge of public policy in areas such as disaster recovery, infrastructure, housing, economic development, and/or resiliency is preferred. Experience distilling quantitative and qualitative policy analysis into written descriptions such as briefs, memos, etc. 2 years professional experience in an analytic role Demonstrated experience using Esri ArcGIS 10.x, ArcGIS Online, ArcGIS Server, Model Builder, R and basic python programming. Excellent oral, written, and quantitative skills. Exceptional problem-solving abilities. Exceptional ability to use data to make decisions. Expertise in the use of Microsoft Office products, specifically Excel and Access. Ability to work in a flexible, fast paced, mission driven environment. Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
