Serving as a Facility Capital Planning Specialist GS-1601-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Facilities Management Division with the Mission and Readiness Support Directorate in Glynco, Georgia. The primary purpose of this position is to serve as a Facility Capital Planning Specialist responsible for managing, collecting, analyzing, and reporting facility management, real property, and capital assets data at an enterprise level to support effective capital planning and foster innovation in facility operations and technology. Typical duties include: Providing technical advice, policy direction, coordination, evaluation and mangement support Serving as the Contracting Officer's Representative (COR) for contracts and ensuring oversight and implementation of innovative asessment methodologies Conducting comprehensive analysis of facility capital planning data across multiple platforms Evaluating technical and administrative performance of contractors against contractual requirements View common definitions of terms found in this announcement: Common Definitions. The SPF for this position is: Must possess and maintain Federal Acquisition Certification • Contracting Officer Representative (FAC-COR) Level II certification; or have the requisite experience to obtain and maintain certification. Must be able to obtain and maintain FAC-COR Level III certification. • AND- Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Collecting and validating data to ensure facility capital planning data is accurate, relevant, and complete, leveraging advanced analytics and reporting tools to support decision-making Utilizing capital planning data to generate reports, provide status updates, and make recommendations to senior leadership in response to data calls Preparing Statements of Work (SOW) and Independent Government Estimates (IGEs) Ensuring contracts and contractors provide quality and timely work performance through observations, documentation and reports Substitution of education in lieu of specialized experience may not be used for this grade level. Physical Demands: Primarily sedentary, with regular visits to operations or maintenance sites involving prolonged standing while observing facilities management operations. While performing the duties of the job, the position is required to drive a government owned vehicle to visit operations, maintenance, and/or construction sites and must maintain a valid state-issued driver's license. Work Environment: Primarily office setting, with regular and recurring visits to operations, maintenance, and/or construction sites. Such visits require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hats, and observance of appropriate safety precautions.
