# HUMAN RESOURCES SPECIALIST (HRD)

This announcement is open to current, permanent DFAS Human Resources employees in the competitive service and current DFAS Human Resources VRA employees, and eligible DoD PPP Military Spouses preference applicants.
Provides policy and program review, advisory services and project management expertise in support of the full scope of the Agency’s Learning and Development programs.
Performs studies of considerable scope and depth to identify training needs and recommend and support implementation of effective learning solutions.
Establishes and recommends changes to professional development programs to ensure competency development is in concert with the Agency’s strategic plans.
Provides input and support in identifying the need for and acquiring contracted services and products procured by the division.
Prepares plans, programs, briefings, and studies, and conducts analyses to keep management informed of trends and needed Learning and Development products and services.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: providing consultative and advisory services in the field of Learning & Development (L&D) to customers. Work must include examples of recommending and developing innovative learning delivery methods designed to improve performance within a customer's organization; and applying L&D theories, concepts and practices to develop new workforce development initiatives or refine existing L&D programs. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education is not substitutable for specialized experience at this grade level.
