STRATEGIC PLANS & POLICY PLANNER
Immediate Office of the Chief of Naval Operations
You will serve as a STRATEGIC PLANS & POLICY PLANNER of HEADQUARTERS US INDO-PACIFIC COMMAND. Employee is entitled to 8.64% COLA
You will provide continuity planning knowledge and inputs to the development of USINDOPACOM contingency plans and annexes.
You will lead and participate in Joint Planning Groups with subject matter experts to produce high-level briefings given to four-star officers and SES-level officials, the Chairman of the Joint Chiefs of Staff, and Secretary of Defense.
You will develop Contingency Plans and prepares revisions for CDRUSINDOPACOM approval using the JOPES planning process.
You will coordinate the fusion of USINDOPACOM, joint, national, and ally capabilities into contingency planning.
You will assess foreign/field situations or analyze national assessments and studies.
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: 1) Thorough knowledge of U.S. policy, doctrine, processes, capabilities, tactics, techniques and procedures, and networks, and advanced joint planning skills to shape and deliver the desired contingency plans for Commander US PACOM; 2) Thorough knowledge of U.S. strategic guidance, including but not limited to the National Security Strategy (NSS), National Defense Strategy (NDS), National Military Strategy (NMS), Unified Command Plan (UCP), Contingency Planning Guidance (CPG), Guidance for Employment of the Forces (GEF), Joint Strategic Capabilities Plan (JSCP), and the Department of Defense Global Campaign Plans (GCP); 3) Thorough theater knowledge to include US PACOM strategy, and a thorough understanding of linkages to national interests; 4) Extensive knowledge of the planning continuum to include the Joint Operational Planning and Execution System (JOPES) and Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOCs), and Joint Capabilities Areas (JCAs); 5)Knowledge and experience in interpersonal aspects of executive management, including motivation, communication, team building, delegation and coaching; 6)Knowledge with deliberate, contingency, and crisis action planning at the component and combatant command level; 7) Skill in researching, developing and coordinating strategy, plans, programs, requirements, assessments, operations directives and presentations; 8) Ability to perform analysis of issues, prepare written reports, and provide oral briefings to higher level management; 9) Demonstrated computer skills in Microsoft office and information management software used to build and track plans, documents, presentations, and data matrices.
