GENERAL ENGINEER

You will serve as a GENERAL ENGINEER in the QUALITY ASSURANCE DEPARTMENT (Code 130) of PEARL HARBOR NSY AND IMF. You will plan, develop, evaluate, execute, direct, and maintain an effective engineering and assessment quality management program in your assigned areas to ensure conformance to established requirements and specifications. You will evaluate mission needs and develop the necessary facilities, equipment, instruments, programs, and training to support. You will develop engineering design and process modifications to eliminate malfunctions or improve performance. You will coordinate all phases of work connected with assignments to ensure an orderly and timely flow of information and productive effort as well as minimizing the costs of the job. You will participate in meetings and conferences as a representative of the Quality Assurance (QA) Department to discuss problems relative to the accomplishment of work. You will maintain technical competency of all technological, scientific, and engineering developments in the processes and methods under the cognizance of the QA Department. You will create a quality data analysis program that is efficient and effective in collecting, organizing, and analyzing quality deficiency data to identify areas of concern to ensure requisite quality and reliability in processes and work products. You will ensure that the project instruction is in conformance with the latest advances in science, engineering and technology, command requirements and specifications, technical manuals, and local policies and proceedures. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: coordinating the engineering aspects of shipyard repair and overhaul projects by resolving technical issues and developing solutions to meet engineering project requirements and ensure compliance to maintain fleet alteration and modernization efforts. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
