This announcement is for a temporary promotion No to Exceed (NTE) 1 year to fill the two division manager positions for the Global Equity Division (GED) and the Fixed Income Division (FID). The candidate selected for this position will: Be responsible for training the staff, researching appropriate asset class structures, developing implementation plans, ensuring investment goals are met, understanding and measuring risk in the portfolios. Oversee comprehensive investment activities and projects in the following areas: investment policy and strategy, asset allocation, asset/liability studies, investment manager selection, investment manager review and coordination, performance reporting, and securities lending. Plan, assign, and adjust work assignments; ensure implementation of the goals and objectives for the Department and division; evaluate work performance; make decisions on work problems presented by subordinates; and review operations continually to increase efficiency and productivity. Present formal and informal briefings to technical, non-technical and executive audiences, prepare memos and communication to PBGC's Board of Directors, and develop technical analyses for Advisory Committee meetings as required. All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-14 grade level in the Federal service or equivalent to the GS-14 grade level in the private sector supporting the management of the global equity assets of the PBGC investment fund and supporting the PBGC Board in the evaluation and development of investment policy. Examples include: serving as a COR for investment management contracts; conducting large asset transitions and/or rebalancing; leading a Technical Evaluation Panel (TEP) for investment contracts; and/or writing technical memos for investment management recommendations. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
