THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST (ACCELERATED HIRE), Position Description Number T5636P01 and is part of the 107TH ATKW, National Guard. This vacancy does not meet the criteria for appointment of annuitants.
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-9/11, you will plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs.
The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures and where interviews are optional. Veteran's Preference does NOT apply. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and educational requirements of the position. GENERAL EXPERIENCE: Experience in collecting and analyzing data effectively, efficiently, and accurately; applying procedures and directives by reading and interpreting program material; presenting formal training presentations and briefings; and ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: GS-9: Must have one year equivalent to at least next lower grade level. Must have experience with laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Must have experience with military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. OR If using only education to qualify for the GS-09 position, must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field. GS-11: Must have 1 year equivalent to at least next lower grade level. All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience. Must have experience and knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Experience and knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. OR If using only education to qualify for the GS-11 position, must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in a related field. OR Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree in a related field to the position. Minimum Educational Requirement: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university. Graduate Education: Education at the graduate level in an accredited college or university. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. You must provide a copy of Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
