This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Enterprise Data and Analytics,Survey Management & Analytics Group (SMAG). As a Statistician (Health), GS-1530-13, you will evaluate program data, conduct and evaluate data surveys; perform statistical studies on prices, utilization, and costs related to health care and human services programs. Plans and leads survey projects related to health and human services and develops or improves survey questions and computerized data-collection tools, including deciding who should receive each question and how respondents move through the survey. Produces and evaluates statistical estimates by assessing the accuracy, consistency, and reliability of survey data; comparing results with other trusted sources; and resolving unexpected or conflicting findings before publication. Provides technical leadership and statistical advice to agency officials, researchers, contractors and communicates methods, findings, limitations, and recommendations through instructions, reports, publications, presentations, and briefings. Analyzes and evaluates various periodic statistical reports submitted by States. ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Design or lead the development of probability-based questionnaires or computerized survey instruments for large-scale surveys. 2. Develop a process for combining raw survey data in order to link responses from the same respondents across interviews, apply data edits, recodes, or create derived variables. 3. Conduct formal evaluations of survey questions, measures, or estimates, using response patterns and benchmarks to interpret results and recommend whether content or measures should be revised, used, or published. 4. Assess how changes to questionnaires or data collection affect downstream processing, consistency over time, derived variables, weights, included populations, or published results. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. (TRANSCRIPTS REQUIRED AT THE TIME OF APPLICATION) • OR- Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
