The primary purpose of this position is to contribute to DoD and Air Force Reserve's (AFR) development of a strategic plan for delivery of comprehensive preventive services to support the wing-level psychological program, under the Director of Psychological Health Program (DPHP).
Actively manages the Air Reserve installation/Air Force Reserve Wing's (to include Air Force Reserve Tenant Wings) Psychological Health Program in support of the commander's leadership team to address the psychological health of their installation/wing. Designs, develops, coordinates, and implements prevention and community outreach and education programs. Conducts assessment, routine crisis evaluations, psycho-diagnostic assessments, provides short-term evidence based problem resolution strategies and services. Responsible for marketing and marketing evaluation activities.
CONDITIONS OF EMPLOYMENT (CON'T) Must be able to obtain and maintain appropriate security clearance. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, for 0185 series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: LCSW. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of professional social work practices, principles, and theories to carry full professional responsibility ensuring compliance with legal and regulatory requirements and meeting customer needs. Holds primary responsibility for installation functions. prevention, identification, evaluation, treatment, rehabilitation, follow-up, and reporting of military family violence. Military community efforts designed to prevent and intervene in cases of military family distress, and to promote healthy family life. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional social work practices, principles, theories, and administrative requirements to be able to apply them in clinical settings, non-clinical settings, and toward effective program management. 2. Knowledge of professional evidence-based treatments for a full range of psychiatric disorders to plan and provide short-term problem resolution to clients or refer them for clinical treatment. 3. Knowledge of administration, scoring, and interpretation of select psychological and psycho-social measures to properly assess patient's and family's needs and capabilities, along with a sophisticated understanding of behavioral risk management and ability to engage appropriate protections as needed when risk of harm to self or others is present. 4. Knowledge of the Diagnostic and Statistical Manual of Mental Disorders to evaluate psychiatric disorders and apply professional diagnostic skills; in addition, knowledge of complex support systems, such as child and family prevention outreach services, professional organizations, and their management and administration; how they affect adult, child, and family welfare; the multiple uses of such systems, professionals and organizations to deliver services; and psychological health dynamics/indicators, prevention theories, and practices. 5. Skill in conducting individual and community needs assessment interviews to establish the nature and extent of concerns/issues; providing professional assistance to clients/customers; determining appropriate referral services/opinions; and planning and implementing professional community organization strategies, initiatives, and programs. 6. Ability to apply professional community organization skills related to the formulating of needs assessments, development, and marketing of prevention programs; and apply professional diagnostic skills to individuals, families, and small groups; provide guidance and consultation services to medical professionals and military leaders, work well with others in a team approach, and facilitate referrals to community-, county-, or state-based human service agencies as needed (e.g., Emergency Department, Protective Services, Security Forces, and financial aid organizations); and to communicate effectively, both orally and in writing, to include maintaining proper records to document services provided, including patient care, follow up, and/or referral. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
