Executive Operations Analyst

This position is located at Departmental Offices,International Affairs. As an Executive Operations Analyst, you will provide continuing leadership and influence on program and managerial decisions in all aspects of administrative services, procedures, and practices for the Office of International Affairs.
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Advises on all aspects of Under Secretary and Assistant Secretary travel. Plans, organizes and directs studies of relevant work processes and products. Recommends policy or process changes to senior management. Serves as protocol liaison for International Affairs. Ensures proper protocols are followed when receiving foreign visitors and when principals and/or staff are representing IA with foreign governments or institutions. Leads training and development for administrative support staff to build capacity throughout the organization. Provides and or secures administrative services, and communicates and ensures compliance with administrative policies.
You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE for the GS-13: For the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as experience:
• Providing senior-level administrative management support to executives or senior leadership by advising on and coordinating a broad range of administrative operations, policies, and programs.; AND
• Coordinating travel for senior officials, including functions such as preparing travel authorizations, arranging travel logistics, coordinating with internal and external stakeholders, or ensuring compliance with applicable travel policies and procedures.; AND
• Serving as a liaison with internal and external stakeholders to coordinate executive meetings, events, protocol activities, or high-level engagements involving senior officials. SPECIALIZED EXPERIENCE for the GS-12: For the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as experience:
• Providing administrative support to executives or senior leadership by coordinating a variety of administrative functions and ensuring compliance with established policies and procedures. AND
• Assisting with or coordinating travel for senior officials, including functions such as travel authorizations, travel logistics, stakeholder coordination, or travel policy compliance. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated.
