FACILITY OPERATIONS SPECIALIST

The primary purpose of this position is: Under the direct guidance of a FACILITY OPERATIONS SPECIALIST is to serve as a developmental FACILITY OPERATIONS SPECIALIST, performing Facility Operations Management duties in support assigned program(s) or Civil Engineering functional. Responsible for various administrative and technical functions related to the maintenance, operation, renovation, and alterations to Cheyenne Mountain Complex (CMC) utility systems. Applies analytical skills and general knowledge of mechanical, electrical and electronic facility systems and operations to provide technical expertise to help evaluate improvements to the facility and its systems to meet mission requirements. Implements and evaluates programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, and hazardous materials. Attends working groups and coordinates with various personnel to accomplish facility work. Develops solutions to problems in repair and modification of operational and industrial technology (OIT) system (s) through Direct Digital Controls (DDC), pneumatic control systems and motor control systems utilizing knowledge, experience and training in the field of electronic, mechanical, dimensional, electrical, optical, modification, repair, preventive maintenance and installation. Conditions of Employment Continued: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear. threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. This is a key position and the duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency. May required complete isolation within the mountain complex for an extended period of time that is classified in support of National Defense. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Facility Operations Services Series 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one 1 year (52 weeks) of specialized experience at the next lower grade (GS-04), level pay band (NH-01) or equivalent. Examples of specialized experience includes experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment. Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements, operating capabilities, and maintenance needs of facilities and equipment; Knowledge of Microsoft Office software and similar systems to TRIRIGA, BUILDER, APIMS, SCADA and OIT's. Knowledge of safety and security practices within CMC. OR EDUCATION: 4-year course of study leading to a bachelor's degree in a Major study of engineering, industrial arts, property management, or business administration. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a comprehensive range of technical engineering principles, concepts, and practices concerning complex technical requirements for facilities and equipment. Knowledge of safety and security practices within CMC. Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. Ability to communicate effectively both orally and in writing. Ability to read and interpret paper- or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain and update documents and records. Knowledge of Microsoft Office software and similar systems to TRIRIGA, BUILDER, APIMS, SCADA and OIT's. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
