The primary purpose of this position is: To serve as a supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Logistic Readiness Squadron. Plans, organizes, and directs the activities of the HazMat sections, ensuring that supply work complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to leadership and employees regarding policies, procedures, and directives of hazardous materiel's management. Represents the Logistics Readiness Squadron sections within a variety of installation and functional area organizations. Mission essential personnel, manages the overall hazardous materiel program and supply interface, resolves supply support problems, reviews reports, and coordinates supply related training needs for decentralized supply support personnel. con't from Conditions of Employment This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position can not be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of well-established and commonly applied supply functional principles, concepts, and program operations to apply judgment, perform analysis, provide service, and resolve problems. Knowledge of established supply systems in weighing the impact of variables on existing policies and procedures that influence the support and services provided. Knowledge to perform analytical assignments involving specific issues associated with supply systems and ability to recommend changes when standard procedures and practices are inadequate. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of governing supply regulations, procedures, and instructions. Knowledge of supply functions, operations, program requirements, and work methods. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of an organization. Ability to read, interpret, and apply applicable references materiel, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems. Ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
