The Acquisition Program Support Specialist position at the Chinle Service Unit, Tsaile Health Center, in Tsaile, Arizona, provides contract support and serves as the focal point for the effective management and implementation of task orders. The position ensures contracted services and resources are managed efficiently and effectively to support facility operations. Supports assigned contracts through the pre-award phase by assisting with market research, statements of work, performance requirements, cost estimates, and procurement packages; reviews documents for completeness, accuracy, and compliance. Coordinates with program staff, technical personnel, and contractors to clarify requirements, support pre-solicitation activities, facilitate timely contract awards, and evaluate quotations or proposals for technical acceptability. Monitors contractor performance, documents deficiencies and noncompliance, and coordinates issues with the Contracting Officer; ensures work remains within contract scope. Reviews invoices and verifies goods and services meet contract requirements; participates in performance reviews, site visits, and contractor evaluations. Tracks contract deliverables, milestones, funding, and expiration dates; supports contract actions and promotes efficient use of contracting resources.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-11: Providing acquisition and contract administration support through pre-award and post-award phases; preparing and reviewing market research, Performance Work Statements, Statements of Work, Statements of Objectives, Independent Government Cost Estimates, and procurement packages; supporting source selections and technical evaluations; monitoring contractor performance, compliance, deliverables, schedules, and quality; documenting deficiencies and coordinating issues with Contracting Officers; performing inspection, acceptance, invoice review, and contract surveillance; maintaining contract files and tracking obligations, expenditures, milestones, and contract status; supporting contractor performance evaluations; and preparing contract performance and financial reports. OR Submit a copy of unofficial transcripts to show completed. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 level. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants. Condition of Employment: Must obtain and maintain Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II certification within one year. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
