This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA EMERGING TECHNOLOGY DIRECTORATE • ENGINEERING AND ARCHITECTURE DIVISION. Serves as the principal architect and technical authority responsible for developing, maintaining, and evolving end-to-end IT enterprise architectures across DISA and the broader Department of Defense Information Network (DODIN). Leads the configuration management of IT Standards across the DoD/Intelligence Community (IC) through the Joint Enterprise Standards Committee (JESC) and Defense Information Standards Registry (DISR) processes. Represents the agency, Federal Government, and international enterprise architecture working groups, ensuring compliance with DoD Architectural Framework (DODAF) standards and directives (e.g., DoDI 8310.01 and DoDI 8330.01). Functions as the lead engineer and thought leader advising leadership on the execution of complex engineering architectures covering networking, unified communications, cloud/data center, cybersecurity, NetOps/Cyber Security Awareness, and mobility. Administers and coordinates the interoperability risk assessment of major Joint DoD programs to ensure seamless integration and operational effectiveness. In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Basic Requirement for 854/855 Job Series: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not allinclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. Computer Science (1550 Job Series): Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. In addition to meeting the basic requirements, applicants must also meet the qualifying experience. Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience designing enterprise information technology (IT) architectures and standards across large-scale networks to ensure the seamless integration of information assurance requirements and minimize system vulnerabilities; AND, demonstrating technical authority in conducting trade-off analyses to implement emerging technologies and advise senior leadership on modernization and interoperability risk. All qualifications must be met within 30 days after the closing date of this announcement. There is no substitution of education for the qualifying experience at the GG-15 grade level.
