# Supervisory Civil Engineer

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: As Section Chief, is responsible for planning, scheduling, staffing, directing, and controlling the preparation of preliminary and final detailed civil engineering designs and project site development for civil works projects.
Exercises technical and administrative supervision over a workforce of approximately 14 professional, technician, and support personnel in grades through NH-03/GS-13.
Ensures designs are properly coordinated with Federal, state and local governmental representatives/agencies.
Makes adaptations necessary to meet changing Federal, state, and local requirements in design.
Coordinates and reviews section member efforts in preparing scopes of work, cost estimates, schedules, and work products.
Assigns and explains work requirements, keeps informed of work progress and reviews completed work for adequacy and soundness of judgment used.
Briefs and advises Branch Chief on work progress, recommending appropriate changes and revisions to work.
Prepares/reviews technical aspects of A-E contracts including scope and government estimates, and when requested, participates in negotiations and technical review/monitoring of work products.
Assures quality of products through adherence to Corps of Engineers review requirements and Quality Management processes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Civil Engineer In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications for NH-03: Specialized Experience: One year of specialized experience which includes leading and/or directing teams through various phases of assigned engineering projects; reviewing engineering documents such as technical specifications, cost estimates, plans, and/or reports; and preparing designs and/or cost estimates for assigned civil, environmental, and/or construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the NH-03, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
