INDUSTRIAL HYGIENE TECHNICIAN (TITLE 32)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INDUSTRIAL HYGIENE TECHNICIAN (TITLE 32), Position Description Number NGD0814000 and is part of the TN 134th ARW Air National Guard. As an INDUSTRIAL HYGIENE TECHNICIAN, GS-0640-10, you will ensure statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) directives. Survey, inspect, and evaluate operational facilities and various activities to eliminate health hazards. Review plans for new and existing facilities construction projects. Assess installation environmental sampling, analysis and monitoring requirements, and perform ambient, source and substance monitoring. Act as the installation point of contact and coordinator for ATSDR activities, including assembling and maintaining an inventory of information sources and documents; providing information and advisory services related to ATSDR health assessments/risk, and prepare related correspondence and reports. Direct, implement, and manage the installation AF Hazard Communication Standard as mandated of OSHA. Authorize Issue Exception (IEX) Code for hazardous or toxic substances. Monitor the receipt and disposal of radioactive materials. Serve as Base Radiation Safety Officer for radio frequency radiation, ionizing radiation, and laser radiation. Ensure installation compliance with the OSHA confined space standard. Formulate workplace air sampling strategy, perform air sampling, and analyze results. Assess use of and prescribes personal respiratory protection for installation personnel based on air sampling results and professional judgement. Conduct noise surveys before commencement of new operations or work processes, and conduct periodic sound/decibel tests in facilities or other areas where potential overexposure to noise may exist, such as machine shops, compressor rooms, aircraft parking ramps and adjacent office/shop areas, etc. Manage the base drinking water surveillance program, ensuring full compliance with all aspects of the EPA Safe Drinking Water Act (SDWA). Contract with consultant professional industrial hygienists on a semi-annual and as deemed necessary basis, to provide assistance and advice and/or to perform such processes as very complex testing, analysis, and evaluations involving release quantity calculations, or application of radiation physics formulas and advanced theory to do hazard distance measurements, etc.; and/or where new or modified engineering controls and operating parameters are needed, etc. Advise on ergonomics in the workplace. Review and provide input to the installation Environmental Engineer regarding federal and state environmental permit applications. Review and evaluate health-related Environmental Differential Pay (EDP) requests and periodically reevaluate existing EDP situations for continued validity. Maintain regulations, standards and manuals; supplements ANG and AF directives; and prepare correspondence and a variety of reports relative to the local IH/BEE Program. May serve as an advisor to state occupational safety and health councils, and as a member/advisor on management boards and committees concerning health and environment issues. Perform other duties as assigned. Military Grades: E-5 through E-7 GENERAL EXPERIENCE: Must have experience, education, or training involving the planning, scheduling, executing, managing and administering of industrial hygiene programs. Experience achieving and maintaining Force Health Protection through planning, evaluating and management principles related to epidemiological, operational and occupational and public health programs. SPECIALIZED EXPERIENCE: Must have at least 1-year specialized experience, education or training equivalent to at least next lower grade level. Equivalent is defined as experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Education Requirement: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to Industrial Hygiene, Safety & Occupational Health Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
