Detrick, in Frederick, MD. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. Duties are described at the full performance level GS-11. If selected at the GS-09 level, duties will be performed in a developmental capacity under close supervision. Establish and maintain close working relationship with professional medical and nursing staff. Function as a liaison between departments and arbitrates between services within the health clinic. Incumbent uses all sources of information to assist the clinical staff in resolving issues and implementing solutions to various problems through automation and data processing. Monitor and evaluate condition of facilities in assigned area of responsibility. Formulate and implement strategies for problem resolution. Perform special projects at the direction of the Commander or the Clinic Administrator that have Military Treatment Facility wide implications, and may involve long range management or monitoring. Generate and monitor monthly statistics from automated systems to track and trend clinic workload output; provides data to the MTF Commander and higher headquarters. Set performance standards, evaluate work performance; prepare performance awards; initiate personnel actions; provide counseling and other management actions of the first line supervisor. Provide technical and procedural guidance. Initiate formal requests for recruitment and make recommendation on final selection. Determine training needs of subordinates, authorize leave usage, and keep employees informed of personnel programs within the Health Clinic. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Qualification Requirements for GS-09: Specialized Experience: One year of specialized experience which includes providing administrative support to management; utilizing automation data systems; and assisting with planning, scheduling and/or conducting projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Qualification Requirements for GS-11: Specialized Experience: One year of specialized experience which includes managing clinical staff relations; utilizing healthcare automation data systems; and analyzing clinical processes and recommending improvements to leadership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The position may be filled at either level GS-09 or GS-11 level. If selected at the GS-09 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
