As our presence in Türkiye continues to expand, we are looking for an experienced and commercially minded People & Culture professional to support our next phase of growth and organizational development. 🎯 The Opportunity We are seeking a Manager / Head of People & Culture – Türkiye to lead the People & Culture agenda across our corporate and construction businesses in Türkiye. Reporting to the Country CEO and partnering closely with regional People & Culture leadership, this role will oversee: • People strategy & workforce planning • Recruitment & talent acquisition • Talent management & succession planning • Compensation & benefits • Payroll & HR operations • Employee relations & compliance • Organizational effectiveness • Leadership development • Project mobilization & site workforce management Key Responsibilities Business Partnership • Act as a trusted advisor to the Country Leadership Team • Provide workforce and organizational insights to support strategic decisions • Drive engagement, culture and organizational effectiveness initiatives Workforce Planning & Organization Design • Lead manpower planning and workforce budgeting • Optimize organizational structures to support growth • Monitor workforce costs and productivity • Identify capability gaps and workforce solutions Recruitment & Talent Acquisition • Lead recruitment across corporate and construction functions • Develop talent acquisition strategies and pipelines • Partner with business leaders on hiring priorities • Build pipelines for critical and hard-to-fill positions • Ensure timely hiring and a strong candidate experience Talent Management & Succession • Lead talent reviews and succession planning • Identify and develop high-potential talent • Establish development plans for critical talent • Drive leadership and organizational development Performance, Compensation & Benefits • Lead performance management processes • Support salary reviews, incentives and compensation planning • Partner with leaders to improve individual and organizational performance Payroll & HR Operations • Oversee payroll and salary administration • Manage benefits and employee lifecycle processes • Maintain accurate employee data and records • Drive HR process improvement and operational excellence Employee Relations & Compliance • Provide guidance on employee relations and disciplinary matters • Ensure compliance with Turkish Labour Law and employment regulations • Support consistent implementation of policies and governance standards Project Mobilization & Site Workforce • Lead P&C support for project mobilization across Türkiye • Partner with project and construction leadership • Support workforce deployment and site mobilization • Address workforce challenges across remote/project environments • Maintain regular engagement with site-based teams 👤 Candidate Profile We are looking for a hands-on, commercially minded People & Culture professional with a proven track record supporting growth-oriented and project-driven organizations. • Bachelor’s degree in Engineering, Business Administration or a related discipline • 10+ years of progressive HR experience • 5+ years in a senior HR role • Experience in energy, utilities, infrastructure, EPC, construction, industrial or project-based environments is highly desirable • Proven experience supporting organizational growth, project mobilization and workforce expansion 🔑 Essential Requirements • Fluent English & Turkish • Strong knowledge of Turkish Labor Law • Strong recruitment & talent acquisition experience • Workforce planning & manpower budgeting • Payroll, salary administration, compensation & benefits • Performance management & employee relations • Experience supporting construction projects and site-based workforces • Hands-on experience with SAP SuccessFactors is REQUIRED • Experience with Employee Central, Performance & Goals, Compensation, Recruiting and Talent Management modules will be highly preferred • Strong stakeholder management, influencing and communication skills Personal Attributes • Strong business and commercial acumen • Results-oriented and hands-on • Excellent relationship-building and influencing skills • Strong problem-solving and decision-making abilities • High integrity, professionalism and accountability • Comfortable working in a fast-growing, dynamic and project-driven environment 📩 Interested or know someone who could be a great fit? #Hiring #ACWAPower #PeopleAndCulture #HRJobs #HumanResources #Türkiye #IstanbulJobs #HRLeadership #TalentAcquisition #EnergyJobs #ConstructionJobs #EPC #SAPSuccessFactors #Recruitment
