This National Guard position is for a NURSING (OCCUPATIONAL HEALTH) (ACCELERATED HIRE), Position Description Number T5155P01 and is part of the HI SAAO, National Guard. Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures. Applicants must meet all qualification standards to be considered for the position. SUMMARY OF DUTIES: The primary purpose of this position is to manage a comprehensive Occupational Health Program for the state. Serves as the Joint Force Headquarters
• State (JFHQ-ST) Occupational Health Nurse (OHN) consultant and principle advisor to the Adjutant General (TAG) on occupational health initiatives. Plans, develops, and analyzes the occupational health nursing services provided to National Guard personnel throughout the state. Serves as the principal advisor to the Adjutant General on occupational health initiatives, policies, and program execution. Plans, develops, analyses, and reviews occupational health nursing services and program requirements and determines impact on National Guard military and civilian personnel and public health. Provides occupational health services and medical treatment for occupational and non-occupational illnesses and injuries within the incumbent's scope of practice as a Registered Nurse, in accordance with the professional State Nursing License and approved medical directives. Manages the Case Management Program. Develops and maintains a Health Education/Counseling program. Establishes quality improvement monitoring systems and evaluating criteria. SPECIALIZED EXPERIENCE: In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. Conditions of Employment: 1. Must be able to obtain and maintain the appropriate security clearance of the position 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Must be able to obtain and maintain credentialing, privileging through the National Guard's Centralized Credentialing and Privileging Preparation Board. Possess a valid, unrestricted license in the US State, territory, or the District of Columbia to practice medicine, board eligible or board certified to include maintaining continuing medical education(CME) hours. 7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel NGB-J1. NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
• Dismissal from employment for delinquency or misconduct;
• Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
• Intentional false statement or deception or fraud in examination or appointment;
• Habitual use of intoxicating beverages to excess;
• Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
• Any legal or other disqualification which makes the individual unfit for service;
• Lack of United States Citizenship. j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position. l. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement. m. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. n. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.

This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
