Business and Industry Specialist

This vacancy is for an Business and Industry Specialist in the Bureau of Industry and Security within the Department of Commerce. As an Business and Industry Specialist, you will perform the following duties: Develops policy recommendations and ensures policy decisions are grounded in reliable data and practical feasibility, performing broad scope analysis and research to provide input and recommendations for significant U.S. government policies and decisions. Leads studies or project teams analyzing program, establishes working relationships across the organization with peers, managers and stakeholders to inform project approach and to resolve policy issues. Writes complex memorandums, talking points, notices, regulations, presents briefings, determinations, agency policy and strategies, standard operating procedures, and other materials. Represents the agency to government officials and external entities. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Preparing and presenting briefings or reports using multiple media formats; and Conducting qualitative analysis or quantitative analysis to evaluate and improve regulatory programs; and Advising leadership and management officials on policy, operational procedures and other areas. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Analyzes and provides recommendations on critical and emerging technology issues or national security policies; and Provides advice on laws and regulations related to U.S. national security, cybersecurity, ICTS supply chains, critical infrastructure, domestic ICTS policy, or foreign adversary and allied ICTS policies; and Communicates complex issues, both verbally and in writing, to various audiences, including leadership, external agencies, private-sector partners, international partners, legislative staff, and the public. You must be a U.S. citizen to apply for this position. This position requires a TOP SECRET/SCI CLEARANCE: Any required investigations and clearances must be completed before the selectee can be placed in the position. You must successfully pass a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs.
