The Interior Designer is responsible for planning and implementation of a complete Interior Design and signage program at the Bay Pines VAHCS and its satellite locations. The Interior Designer will coordinate, monitor, plan, and design improvements to hospital facilities and provide plans, consultation, advice, specifications, and designs for all spaces in compliance with VA regulations and facility design criteria and will act as a technical representative for design and finish specifications.
Duties include, but are not limited to: Conducts evaluations of the interior design program for compliance with Department of Veterans Affairs requirements, Occupational Safety and Health Administration (OSHA) standards, Joint Commission standards, National Fire Protection Association (NFPA) requirements and regulations regarding provisions for handicapped persons and signage packages in compliance with the Americans with Disabilities Act (ADA) and the VA Guidelines: Architectural Barriers Act (ABAAS-AG) Architecture Barrier Act Accessibility Standards Design guidelines. Provides complete interior design services, from concept to installation, for the organization and its satellite facilities, performing and managing work related to the design of interior environments in order to promote employee productivity, health, and welfare, and/or the health and welfare of the public. Acts as a technical representative for design and finish specifications matters. Review Architect/Engineer submittals for compliance with VA regulations and facility design criteria and provides plans, consultation, advice, specifications, and designs for virtually all spaces involved in new construction and/or renovation. Influence the design of new construction from conception through activation by an in-depth knowledge of use requirements and availability of furnishings to fulfill these requirements. Prepares scaled architectural floor plans, space layouts, reflected ceiling plans, finish plans, working drawings, specifications, and detailed drawings for custom work and furniture fabrication, utilizing CAD (Computer Aided Design) software such as AutoCAD, Revit, AutoCAD MEP, 3DS Max, or SketchUp. Ensure appropriately designed color schemes are formulated for all renovation and new construction projects. Develops and maintains a schedule of short and long range interior-improvement projects for the facility through the 5-year interior design plan and other programs to identify existing and future project needs to include preparation of the operating budget, floor plans and space layouts, finish schedules, presentation boards and submittals, and accurate cost-estimates. Originates orders for furnishings, window treatments, patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments, casework and all other interior design-related accoutrements, selecting items based upon patient, visitor, and staff needs; VA and facility standards; General Services Administration (GSA) contract sources; and available resources. Effectively utilize an annual interior design budget in recurring funds and budgeting project that may involve millions of dollars in non-recurring funds to include verifying receipts of orders and coordinating installation. Maintain an interior design file system that includes drawings, specification budgets, project information, government contracts, requests for interior design services and regulations pertaining to interior design, and maintains a resource library of catalogs for design-related items. Coordinates the installation of new signage, ensures the efficacy of signage/directional graphics in areas where new and existing intersect to comply with the "Signage Systems Standards Manual", M-00-2. Coordinates facility paint, flooring, and ceiling/lighting schedules with appropriate construction crews, specifying color and finish selections to ensure that maintenance, condition of existing areas, end user needs, and compliance with the overall design objective are met. Responds to requests, complaints, etc. related to interior design and moves, and coordinates moves within the facility and off-site locations. Serves, as applicable, as the Contracting Officer's Technical Representative (COTR/COR) and administers contracted projects to ensure contractor compliance with drawings, specifications, regulations, and policy; conducts site visits during construction; and prepares pre- and post-occupancy evaluations of the site. Serve as active participant of all committees that significantly impact the Interior Design program , such as the Accident Review Board, Space Committee, Reasonable Accommodation/Ergonomics Team, and Veteran Centered Care Committee. Or, Specialized Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Providing complete interior design services, from concept to installation, for an organization and its satellite facilities Providing plans, consultation, advice, specifications, and designs for spaces involved in new construction and/or renovation, and reviewing Architect/Engineer submittals for compliance with applicable regulations and facility design criteria. Examples of specialized experience would typically include, but are not limited to: Monitoring contractor performance for quality and adequacy of service; Independently supervising contract painters in the performance of their work to include selection of paint colors, scheduling of work projects and inspection of final service provided; Preparing drawings or review those prepared by Architectural Engineers which include finish schedules, renderings, graphics, signage, resource coordination, furniture specifications, architectural detailing and coordination of color and finishes. OR, Education:Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
