FINANCIAL MANAGEMENT ANALYST (TEAM LEAD)

You will serve as a FINANCIAL MANAGEMENT ANALYST (TEAM LEAD) in the SLCM-N PROGRAM OFFICE of STRATEGIC SYSTEMS PROGRAMS. You will manage the assessment of the Nuclear-armed Sea-launched Cruise Missile (SLCM-N) financial health by tracking, coordinating and analyzing overall program financial schedules and milestones. You will oversee and guide the team to analyze program, technical, schedule, and cost data obtained from Government and Contractor sources. You will manage and track all contract Plans of Action and Milestones (POA and Ms) to assure execution of SLCM-N funds. You will be responsible for briefing content to various audiences, Congressional, Senior Leadership, and Branch heads within SSP on SLCM-N financial status and contract actions. You will be responsible for the entry of procurement requisition into the Navy’s Enterprise Resource Planning application architecture and prioritization of procurement requisitions. You will be responsible for strategies for programming, budgeting, and procurement. Incumbent advises management on decisions concerning resources and support activities to accomplish program objectives. You will oversee the trade-off issues with regard to technical performance, costs, and schedule. You will be responsible for supporting the development of budget submissions for: Program Objective Memorandum (POM) and Department of Navy (DON), Office of the Secretary of Defense (OSD), and Presidents Budgets (PB). You will provide guidance to employees within the command on budget exhibits, future year defense program profiles, and spend plans. You will generate budget execution reports using financial system and communicates execution status to management. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03(GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing integrated federal financial management systems and sub-systems to extract data, identifying and resolving system problems, and maintaining data integrity; managing, allocating and monitoring financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation.
