SUPERVISORY PROGRAM ANALYST

You will serve as a SUPERVISORY PROGRAM ANALYST within IMMEDIATE OFC OF CHIEF OF NVL OPS. This position is in the excepted service and does not confer competitive status. You will oversee manpower, personnel, training, and education requirements across warfare domains. You will advise senior leadership on program priorities, funding alternatives, and resource tradeoffs. You will integrate manpower and training requirements into planning, programming, and budget processes. You will direct branch operations, establish work priorities, and review analytical products for quality You will coordinate with stakeholders to align requirements and defend manpower and training programs. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Leading manpower, personnel, training, and education (MPT&E) requirements integration by coordinating with requirement sponsors, budget personnel, analysts, and assessment officials across organizational levels. 2. Applying the Planning, Programming, Budget, and Execution System (PPBES), fiscal management principles, and authorization and appropriation laws to align manpower and training requirements with available resources. 3. Evaluating individual requirement sponsors' MPT&E impacts through tradeoff and comparative analyses to advise senior leadership on program priorities, resource allocation, and risk mitigation. 4. Developing classified and unclassified point papers, briefings, and Congressional testimony addressing information requests on complex PPBE, requirements, and MPT&E issues to support Flag-level and Congressional decisions. 5. Analyzing manpower, personnel, and budget data using PBIS, TFMMS, FLTMPS, DCPDS, SLDCADA, and Microsoft Office to provide program direction, oversee analytical products, and support resource decisions.
