SAFETY AND OCCUPATIONAL HEALTH SPECIALIST

The primary purpose of this position is: To prepare installation- and MAJCOM-level explosives safety site plans for review and approval by the DoD Explosives Safety Board (DDESB) in accordance with public law; manage the Air Force's explosives siting, exemption, and waiver programs; accomplish all related staffing and coordination with the MAJCOMs. The primary purpose of this position is: To prepare installation- and MAJCOM-level explosives safety site plans for review and approval by the DoD Explosives Safety Board (DDESB) in accordance with public law; manage the Air Force's explosives siting, exemption, and waiver programs; accomplish all related staffing and coordination with the MAJCOMs, other Service headquarters, HAF, SAF, and OSD in order to effect final approvals, manage the development of weapons safety program management guidance and explosives safety standards for the USAF, and develop and oversee training in these areas. DUTY 1: Accomplishes expert-level reviews for technical adequacy of site plans for explosives locations and exposed facilities Air Force-wide, pursuant to final approval. Reviews include but are not limited to explosives quantity distance relationships; facility construction details, particularly with respect to protection from accidental explosion effects; lightning protection design adequacy; glass breakage hazard assessments; and assessments of risk to people, assets, and property. DUTY 2: Manages the staffing and promulgation of Air Force policy and standards pertaining to weapons and explosives safety. Directly provides the Air Force Primary and Alternate Members of the DoD Explosives Safety Board with expert advice and consultation regarding policy issues and proposed DoD Standards. DUTY 3: Plans, directs, and conducts investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings. DUTY 4: Oversees content of training for Weapons Safety Managers Air Force-wide. Maintains visibility of AETC curricula and recommends improvements and revisions as necessary. Manages Air Force utilization of contractor training on automated explosives site planning and explosives risk assessment applications. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Examples of specialized experience includes applying knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of explosives/occupational safety and health requirements sufficient to plan, direct, coordinate, and evaluate a diverse weapons/explosives and occupational safety and health program. Advise key management personnel on courses of action affecting facility operation, weapons/explosives handling procedures, explosive operations, work procedures and human-machine relationships (e.g., identifying, evaluating, and controlling a wide variety of hazards related to the full range of work operations) which affect the safety and efficiency of personnel. Knowledge of the body of laws, regulations, policies, and procedures related to weapons/explosives and occupational safety and health to sufficiently interpret and modify or significantly depart from standard techniques in devising specialized operating practices concerned with accomplishing project, weapons/explosives and occupational safety and health objectives, and explaining the reasons and purposes for applying measures and procedures, minimizing and/or abating industrial and environmental hazards. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established weapons and explosives safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation weapons and explosives safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of weapons and explosives safety risks. Knowledge of basic explosives safety construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Skill in conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations; and addressing risk assessment methods and techniques for safety code compliance. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. Other significant facts pertaining to this position are: 1. Work may require occasional travel away from the normal duty station. 2. Must be able to obtain and maintain a Secret Clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
