This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans (PLCY), International Affairs (OIA). The primary purpose of this position is to develop and implement international affairs policies, strategies, and engagement activities, with a focus on Indo Pacific and Five Eyes Initiatives. Non-BU: This is a non-bargaining unit position.
As a Regional Affairs Specialist, GS-0301-14, your typical work assignments may include: Managing DHS international affairs portfolios related to the Indo-Pacific region and Five Eyes partnerships. Monitoring and analyzing political, security, migration, border security, counterterrorism, transnational crime, cybersecurity, and other homeland security developments affecting U.S. interests. Assessing foreign government policies, priorities, and actions and their implications for DHS policies, programs, operations, and international partnerships. Identifying emerging risks, trends, and opportunities for DHS engagement with Indo-Pacific and Five Eyes partners. To qualify for the GS-14 you must have at least one year of specialized experience equivalent to the GS-13 grade level, OR equivalent public or private sector experience. For this position, specialized experience is defined as: Leading complex international affairs or homeland security initiatives involving Indo-Pacific and Five Eyes (Australia, Canada, New Zealand, and the United Kingdom) partners, international organizations, and Federal interagency partners; providing expert analysis and strategic advice to senior leaders on international political and security developments; coordinating Department-wide policy positions across multiple stakeholders; planning and executing bilateral and multilateral engagements; preparing executive-level briefing materials and recommendations; and independently managing high-visibility projects involving sensitive homeland security issues. This position has a Selective Placement Factor (SPF). If your resume doesn't demonstrate possession of the SPF, you will be rated ineligible. The SPF for this position is: Applying limited working proficiency (Interagency Language Roundtable (ILR) Level 2 or higher) in one or more foreign languages relevant to the Indo-Pacific portfolio to communicate with foreign counterparts, review routine foreign-language materials, gather information from foreign-language sources, and support international engagements in further of homeland security objectives. Relevant languages include Mandarin Chinese, Japanese, Korean, Hindi, Indonesian, Thai, or Vietnamese. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
