# Carpenter

Indian Health Service

This position is located in the Facility Management Department of Northern Navajo Medical Center in Shiprock, New Mexico. The primary purpose is to perform journeyman-level carpentry work involving the construction, installation, repair, maintenance, and alteration of building structures and components in support of facility maintenance and repairs. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).
Structural Carpentry: Erects minor structures and modifies existing structures by determining dimensions, materials, and locations of doors and windows; cuts, squares, mortises, levels, and secures sills; installs joists, studs, plates, and braces; and calculates, lays out, cuts, and installs rafters using framing squares and rafter tables to ensure proper alignment, strength, and structural integrity. Interior Trim: Installs and finishes baseboards, base mold, toe mold, crown mold, chair rails, picture molding, and wainscoting by accurately measuring, cutting, mitering, fastening, countersinking nails, and filling openings to achieve a smooth, professional finish. Door and Window Installation: Measures, cuts, fits, and installs door and window frames, casings, hinges, locks, and strike plates; uses levels and squares to ensure proper alignment; and adjusts doors and windows for proper fit, swing, operation, and locking. Maintenance and Alterations: Performs maintenance, repair, and alteration work on siding, roofs, doors, windows, partitions, and existing structures; constructs additions, relocates doors and partitions, and measures, cuts, assembles, and installs shelving, bulletin boards, rough cabinets, signs, scaffolding, and other building components. Masonry: Constructs, maintains, and repairs brick, block, and stone structures and surfaces; lays materials in straight, level rows, removes damaged sections, prepares openings for doors and windows, repairs partitions and walkways, and mixes and applies mortar as required. Plastering and Finishing: Mixes, applies, repairs, and finishes plaster and stucco on walls and ceilings; installs, tapes, and textures drywall; and applies primer, paint, and epoxy coatings to achieve durable, smooth, and finished surfaces
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: There is no specific length of training or experience required: However, applicants will be rated on the basis of their responses to the Occupation Questionnaire that you possess the competencies to perform the duties this position without normal supervision, and the information contained in their resume. For WG-4607-09: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Physical Effort: Carpentry workers stand for extended periods while operating machines such as bench planers, saws, and drill presses. The work requires considerable bending, kneeling, and stooping. When at a job site, strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood, framing members, and other building and construction materials. Use manual or portable power tools for extended periods in uncomfortable positions. On-site work typically requires bending, stooping, crawling, and climbing on ladders, scaffolding, and rooftops. Workers may lift and move materials up to 50 pounds, unassisted, and occasionally lift or move heavier items with the assistance of lifting devices or other workers. Working Conditions: Some work is performed in shop areas where the worker is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment. When working at job sites, workers may be exposed to weather conditions and the hazards of working on and around scaffolds and ladders. They are subject to cuts, bruises, and contusions. Carpentry workers may work in confined areas such as crawl spaces and attics which may be dusty and dirty. They use protective devices such as ear plugs, safety glasses, respirators, and gloves. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Background Investigation Requirement: This position requires the successful completion of a federal background investigation as a condition of employment. Timely completion is critical to avoid delays in processing or a determination of unsuitability. Financial Suitability Requirement: This position requires a review of the applicant's financial history as part of the personnel security and suitability determination. Individuals with substantial delinquent or unresolved financial obligations-including, but not limited to, delinquent federal or state tax liabilities, defaulted federal student loans, court-ordered fines or fees, or child support arrears-may be deemed unsuitable for employment with the Indian Health Service (IHS).
